Sofía Medeles (Ajijic, Jal.)-La actual administración de Chapala está promoviendo que los lugareños denuncien ante las instancias federales la invasión al lecho del Lago de Chapala.
Es por esto, que el Ayuntamiento ha compartido por redes sociales un formato de quejas donde los lugareños podrán hacer sus denuncias, tanto rellenos como invasiones con cercados y presentarlas (con asesoría del Ayuntamiento) ante la Procuraduría Federal de Protección al Ambiente (PROFEPA).
El activista de Ajijic, Julio Carmona, compartió en el grupo de Facebook: “Ajijic Junta Vecinal”, un formato facilitado por el síndico del ayuntamiento, Gamaliel Soto, el cual tiene como fin, denunciar apropiación y actividades ilegales dentro de la zona federal del Lago de Chapala.
Para denunciar, solo es necesario imprimir y llenar el formato, que incluye cuestiones simples, tales como el tipo de infracción que se está realizando, descripción de la denuncia y la dirección de los hechos, para después ser firmada por el solicitante y presentada en la oficina de la Sindicatura del Ayuntamiento de Chapala, donde se dirigirá el documento a la autoridad correspondiente, es decir PROFEPA.
El documento está disponible en el grupo Ajijic Junta Vecinal o en las redes sociales de Semanario Laguna, páginas desde las cuales se podrá guardar e imprimir.

Redacción.- Luego de más de 20 años de lucha, la comunidad de Mezcala logró recuperar alrededor de 20 hectáreas que habían sido invadidas por el empresario de Guadalajara, Guillermo Ibarra Moreno que con influencias y corrupción intentó despojar a los habitantes de sus tierras para la construcción de su casa de campo.
Ibarra Moreno inició con la invasión del cerro El Pandillo desde 1999, apropiándose primero de nueve hectáreas, que con el tiempo se convirtieron en 20, en las que construyó casas de descanso con vista al lago para él y sus allegados, además desvió arroyos para que llegara el agua y formó un grupo para militar que amedrentaba a los opositores.
No obstante, fue el Tribunal Superior Agrario quien ordenó el 28 de octubre la devolución de las tierras invadidas tras ratificar la sentencia que en 2019 emitió el Tribunal Unitario Agrario del distrito 15, en la cual se condenó a Moreno Ibarra y a su prestanombres, el comunero Crescenciano Santana, a restituir las tierras ocupadas.
Cabe mencionar que, durante el proceso por la restitución de la tierra, se emitieron dos sentencias a favor de la comunidad de Mezcala; sin embargo, el empresario interpuso amparos, pero el Segundo Tribunal Colegiado en Materia Administrativa del Tercer Circuito, resolvió a favor de los comuneros.
En rueda de prensa en Guadalajara, la comunera Rocío Moreno, quien por buscar la recuperación de las tierras fue apresada en 2011 como parte del proceso penal 318/2011-C contra diez comuneros interpuesto por el empresario, por “daño a las cosas”, dijo que la decisión del tribunal es inatacable.
Con la sentencia a favor de la comunidad Coca, ya se tienen planes de lo que harán con la finca que fue del empresario invasor:
“El predio que ilegalmente fue invadido por el empresario tapatío será de uso común, para disfrute de lo que decida la comunidad coca y debido a que desde 2008 se interpusieron medidas cautelares para que no se hicieran construcciones en el predio El Pandillo, el invasor está condenado a retirar bienes muebles, no así las construcciones realizadas”, señaló la comunidad tras conocerse la sentencia.
Sesión de cabildo realizada el pasado jueves 4 de noviembre.
Sofía Medeles (Ajijic, Jal.)– Se anunció que solo nueve viviendas podrían acceder al Fondo Estatal de Desastres Naturales (FOEDEN) aprobado hasta el momento, en la pasada sesión de cabildo, realizada el jueves 4 de noviembre.
Durante la reunión, en el punto número nueve, tanto el presidente municipal Alejandro Aguirre Curiel, como la secretaria general Lilia Alvarado Macias, explicaron que ya se pudo acceder al apoyo, en dos tipos: dos viviendas a daño en la infraestructura, donde se reconstruirán los hogares; y siete viviendas con daño a menaje, las cuales fueron las únicas que calificaron para este apoyo.
El monto aprobado para las que sufrieron daño a infraestructura es de 541 mil 111 pesos, donde el estado aportaría un 50% y el municipio el otro 50%; mientras que del daño a menaje, es de 209 mil 187 pesos, donde se divide el 80% que pondría el estado y el resto (20%) el municipio.
Asimismo, la secretaria general Lilia, declaró que ya se envió la información correspondiente a la Secretaría de Agricultura y Desarrollo Rural (SADER), la cual, en un periodo de aproximadamente cinco días hábiles, tendrían respuesta sobre las reglas de operación y cómo se le hará llegar el recurso a los afectados.
A la cantidad de viviendas aprobadas para el fondo, el síndico municipal, Gamaliel Soto, comentó: “No es el único mecanismo donde se solventarán los embates que sufrió la gente, es solo uno de los frentes al cual acceder, se buscarán los medios para apoyar más a los damnificados, como con particulares, comercio organizado […] al gobierno le toca hacerle frente con los pocos o muchos recursos que se tengan”.
Después de ratificar los acuerdos tomados por el consejo municipal de protección civil y aprobar la conformación del comité de emergencias, durante la sesión del pasado 6 de octubre, Alejandro Aguirre agregó que no han dejado de estar al pendiente con despensas y visitas, y comentar que desde el momento del siniestro –acontecido el pasado 5 de octubre-, trabajaron con más de 100 personas; además, agradeció el apoyo de civiles de forma desinteresada. Finalmente, se aprobó el punto para acceder a los recursos anteriormente mencionados.

A pocas horas del incidente por deslaves en la zona poniente de Ajijic, el gobierno municipal dio un comunicado, en el cual hicieron un conteo de las viviendas afectadas (ya sea en infraestructura o menaje) dando como resultado 159, de las cuales 61 presentaban daño total en infraestructura y menaje.
En fechas más recientes, Aguirre declaró que solo un aproximado de 42 viviendas podrían acceder a los recursos del FOEDEN, según las aseveraciones del dictamen de protección civil estatal. Finalmente, la respuesta que dieron las autoridades del estado es que solo un total de nueve podrán acceder (de momento) a este presupuesto.

Héctor Ruíz Mejía – Despite municipal authorities nearly closing the festival «Al fin, para morir nacimos» («In the end, we were born to die»), the event for the Day of the Dead was held in Jocotepec, moving some local residents to tears.
According to Carlos Cuevas, ex former director of Casa de la Cultura José Vaca Flores, who was one of the organizers of the event, the new director of the highway system, Aguirre (who had not even been sworn in yet), tried to close the event, arguing that the appropriate permits had not been requested.
Cuevas explained that the road personnel argued that they lacked the Civil Protection review and that according to him, «it was in their power to cancel the permit if they wished.» However, Civil Protection rose to the call to provide support to the event so the event could proceed.
The first edition of the festival took place last Sunday, October 31 on Morelos Poniente Street, where in addition to enjoying typical music and spectacular performances by students from the School of Performing Arts of the University of Guadalajara (UdeG), dozens of people witnessed the stories on the 11 altars that the community itself erected along the street.
One of the altars was made by the Ibarra Campos family to honor their father, Goyo. He was described as a cheerful man, a cab driver, who enjoyed life, as well as atole and chicken. These stories brought the audience into the stories themselves of those who lived before them.
«Because we are not only united in death, but also in life,» Carlos said, adding that everyone contributed a little or a lot, like the ladies of the neighborhood, who for two weeks set up the two portals covered with marigold flowers located at both ends of the street.
«It was incredible to see how all the people came together to make the event, from people who supported with 20 pesos, to those who anonymously supported with up to ten thousand pesos,» explained Carlos.
«The truth is I didn’t know what to expect, I was in the plaza and I started to hear that they were coming here, so I came to see what was going on and I really had a good time», commented Ramón. He said that he couldn’t stop laughing from the Chiapas death jokes in one of the plays.
The first edition of the festival in commemoration of the Day of the Dead was packed with a large turnout which exceeded all the expectations of the organizers and the community which longed to celebrate this date after a year of inactivity.

Jazmín Stengel – After retiring from the organization in 2016, the founder of the traditional altar display, Cristina Flores, has returned to take the reins of the organizing committee. The annual exhibition of altars for the Day of the Dead on 2 November was once again held on 5 de Mayo Street in the municipal capital of Chapala.
Despite the low participation in the last two years due to Covid-19 health emergency measures, 20 families responded to Cristina’s invitation this year, but only 16 altars were set up in total. With candles, food, music, and depictions of the people, many of whom died during the pandemic.
In the exhibition’s best years, up to 130 altars were set up along the street, including altars from the parish of San Francisco de Asís and institutions such as schools, the Red Cross, DIF Chapala and the Chapala Regional High School, who regularly compete in the Vida y Muerte festival.
Although Civil Protection only estimated around 150 spectators between 8:30 and 10:00 p.m., the altar display (and contest by the high school) became known as the largest in Jalisco, according to the State Government, both in terms of the number of altars and visitors, gathering more than five thousand people at a time. «And it will be the same again,» said Mrs. Flores, who said she has already begun to extend invitations to different institutions for next year.
The 16 altars that were presented were the same for the last two years, altars that neighbours from the block set up in their backyards, garages or on the pavement outside their homes and that have kept the tradition alive despite health restrictions. This year was no exception and, although with more dark spaces than light, the few neighbours who participated continued to offer tea, canelita and sandwiches to the few spectators.
Professor David Castellanos of the Chapala Regional High School, who is in charge of organizing the celebrations on these dates, said that he is keeping alive the hope of presenting the Vida y Muerte contest again, along with the display of altars on 5 de Mayo Street.

Sofía Medeles (Ajijic, Jal.)- Painter Efrén González announced her would create a second Wall of he Dead just before he lit the candles of the 1,600 skulls that make up his current installation on one of the walls of the Marcos Castellanos school.
The «new wall of the dead» will be located in La Ladrillera, near his home, to the west of Ajijic, Efrén informed the hundreds of attendees who came to view the lighting of the candles at the November 2nd event, along with other presentations.
Efrén explained that he was given the authorization to make a similar, but smaller wall on the outskirts of Ajijic made up of 800 clay skulls.
«I will turn first to my neighbors, because they are the ones who deserve the space first, then all the people of Ajijic, or who have had something to do with Ajijic,» said Efrén at the event, explaining how he will dedicate the skulls.
He concluded by stating that he will not charge for putting the names of those who want to be on the new wall, however, it is very difficult for him to do so, so he asked them to be generous in supporting the project.
