Redacción.- Con el fin de apoyar los gobiernos locales dentro del Área de Intervención Prioritaria del Río Santiago (Aip), la Procuraduría Estatal de Protección al Ambiente (Proepa) impartió un curso de capacitación sobre la descarga de agua residuales y así dar continuidad a la estrategia Revivamos el Río Santiago.
La capacitación incluyó información sobre legislación federal y estatal, en la cual se señalan atribuciones de la autoridad municipal en materia de aguas residuales, así como Normas Oficiales Mexicanas que establecen límites máximos permisibles de contaminantes para las descargas que se vierten tanto a cuerpos receptores y bienes nacionales, como a redes de alcantarillado urbano o municipal.
El curso busca fortalecer las capacidades técnicas y legales de las autoridades municipales para que el personal técnico y operativo de las áreas y direcciones involucradas en este rubro, conforme a los conocimientos adquiridos, desarrollen habilidades y herramientas que mejoren sus funciones de inspección y vigilancia, llevando a cabo como parte del curso una evaluación diagnóstica previa y una más al final del curso a las y los participantes.
El curso “Fundamentos y alcances legales de la autoridad municipal en materia de inspección y vigilancia de descargas de aguas residuales” estuvo dirigido a autoridades municipales de los ayuntamientos involucrados, así como a municipios que integran la Asociación Intermunicipal para la Protección del Medio Ambiente y Desarrollo Sustentable del Lago de Chapala (Aipromades) y el Instituto de Planeación y Gestión del Desarrollo del Área Metropolitana de Ocotlán (Imeplan).
Al Centro Cultural Metropolitano Ramón Vargas del Ayuntamiento de Poncitlán, asistieron las y los titulares, así como personal adscrito de las Direcciones de Ecología; de Inspección y Reglamentos; Agua Potable y Alcantarillado; Padrón y Licencias, así como los directores de Aipromades, Gabriel Vázquez Sánchez y Luis Arturo Macías García de Imeplan Ocotlán, entre otros.

Héctor Ruiz Mejía (Jocotepec).- The teaching staff of the Center for Technological Studies in Continental Waters (CETAC 01), in Jocotepec, is on technical strike (not a classic strike, but working with modified conditions like shorter hours by mutual agreement) over a labor dispute.
The dispute began on May 12 and, as of May 23, despite attempts at dialogue, there is still no resolution.
After a series of accusations of labor inconsistencies by the educational personnel of CETAC 01, with the support of the National Union of Education Workers (SNTE), Section 16, they are requesting an immediate resolution to the alleged infractions.
They are demanding a solution to problems including salary, overtime, seniority incentives and retirement bonuses, as well as immediate compensation to managers unpaid for eight months.
On Facebook, the user Eriika Naye posted that her husband “has not received his salary as a manager since last August, a little more than eight months». and the family is struggling.
In addition to the salary demands, the teachers and administrative personnel are also demanding a solution to the admission process for qualified personnel, and filling positions vacant due to retirement and death.
The disagreement between the teaching staff and the academic institution began a little more than five months after Norma Angelica Huerta García was sworn in as the new director of the campus. She was not available to issue a statement on the matter, except to assure that «they are working on the dialogues to find a solution».

Alma Serrano (San Juan Cosalá).- On May 16, the Jocotepec City Hall started renovation work of the water and sewer networks on Galeana Street in San Juan Cosalá.
The work will be carried out in two phases. First, the replacement of the drainage pipes, which is currently being worked on between Zaragoza and 5 de Mayo streets. Then later, the renovation of the water infrastructure.
Residents of Galeana Street said the pipe was laid by Father Adalberto Macías Llamas’ workers more than 30 years ago. It has exceeded its useful life, causing sewage spills.
Samuel Tolentino, former manager and operator of the drinking water system, said the Zaragoza water well pump has been pumping sand and was thought to be a water management problem. However, it was due to the large amount of sand contained in the pipe which impeded its flow and pressure. In addition, there are holes caused by deterioration over the years.
Carlos Vázquez Reyes, the delegate of San Juan Cosalá, collected signatures to obtain approval from the Government of Jocotepec to change all the pipes in the street.
The first phase to repair the drainage pipe has been authorized. The second phase for the repair of the rest of the water infrastructure is awaiting approval.
Juan Ibarra, the person in charge of the work, said that a pipe larger than three inches is required for optimal functioning. The current pipe measures only two inches.
For the neighbors who live on this street, this work is urgent due to the deficient water service they receive due to the poor infrastructure conditions. They were grateful for the intervention of the authorities.
“It is a good thing that they are taking action on the matter so that we don’t have to struggle so much. The water is used every day and in great quantity,” said Mrs. Mary, 63 years old.

Armando Esquivel (San Antonio Tlayacapan).- Residents of San Antonio Tlayacapan removed poles and barbed wire from the shore of Lake Chapala because they considered it a clear invasion of the federal zone and because the sharp fencing is a risk to local people.
During the action on May 20th, the activists were met with insults, shouts, and even threats. The activists gathered on the San Antonio Tlayacapan boardwalk. They were inspired by similar activists in Ajijic who work tirelessly to protect the free and public access to the Ajijic boardwalk. Little by little more people arrived, including women, men and senior citizens, all willing to defend public land.
The first action was to remove black plastic covering the construction of a completed fence. The plastic covering had closure seals from the Government of Chapala. As they removed the plastic someone came out to videotape the protesters. They decided to walk east, where they found several posts with wires on the shores of the lake.
There they found posts with barbed wires impeding the passage of people along the beach. Given their placement, some of the fences will be underwater as the lake level rises during the rainy season. Submerged barbed wire fences are a major hazard for anyone trying to access the lake. They’re also very difficult to remove once they’re underwater. The activists said they are bothered by these fences since there is a real risk of someone entering the lake, and getting stuck in the wires. This is not speculation on their part, people have been killed and injured by submerged fences in the lake.
In one of the nearby properties, two men leaned out from their terrace to shout at the citizens who were removing the posts. They yelled things like, «Stop what you’re doing! What didn’t you hear? This is a crime. We are going to call the police.» They took pictures of the activists and waited for them to leave rather than confronting them directly.
About 15 posts were removed, and barbed wire on the posts was cut. Cutting the fences restored access to the shore of the lake for all citizens. The activists of San Antonio Tlayacapan said that they will continue protecting access to the lake and that they will fight against the invasions of the federal zone.

Sofía Medeles (Ajijic).- Two designers and residents of Ajijic, decided to start a project to support small businesses in Ajijic to improve their image and enhance the image of Ajijic, the Pueblo Mágico.
Acting Delegado Maximiliano Macías Arceo said that the creators of the initiative «Negocios Mágicos Ajijic», Araceli Kopiloff and Katja Kohl, pitched him on the project, which he gladly accepted , since it will support small businesses on Ajijic.
This project consists of renovating the image of the businesses by giving them a more colorful and eye-catching look at the minimum possible cost. The taqueria «El Paisa» on the highway in West Ajijic will be the project’s first “makeover”. The remodeling will begin on June 1st and will reopen on June 3rd in the evening.
Katja Kohl said that they are looking to show locals that great design is within everyone’s reach, and that one of their main objectives is that Ajijic has striking visual characteristics, through its businesses.
Araceli said that her goal would be to improve at least 10 businesses per year, and that she is grateful for Max’s support, and hopes that the initiative will reach the president of Chapala, so that the municipal government will support it.

Jazmín Stengel (Chapala).- After a break of six weeks, the regular Wednesday citizen meeting “Miércoles Contigo” was held again in San Nicolás de Ibarra with Municipal President Alejandro de Jesús Aguirre Curiel and about 100 neighbors in attendance. They denounced the lack of security in the town and the lack of services at the ‘Francisco Villa’ Telesecundaria school, as well as a process to elect a delegate.
On the issue of security, neighbors reported several assaults in the community due to less frequent police patrols. They demanded special attention be paid to this problem. After hearing the petition, President Aguirre Curiel and Commissioner Sergio Conzuelo Ramírez promised to take action.
Other attendees advocated for the needs of local adolescents. At Telesecundaria ‘Francisco Villa’ the students lack basic services such as drinking water, of utmost importance to maintain hygiene. They noted the countless infrastructure repairs needed, lack of school furniture and required maintenance.
The current water administrator of the delegation, Juan Antonio Vázquez Ayala, presented a project to the president of Chapala, Alejandro Aguirre, to pump drinking water to the educational institution’s facilities. This is still in the evaluation stage.
The third complaint by the residents of San Nicolás de Ibarra was again the replacement of the current head of the office, Salvador Delgadillo Márquez, because he has been accused of mismanagement or being inadequate for the position. For this reason, the residents continue to question the election of delegates promised during the campaign which to date the City Council has continued to postpone.

Jazmín Stengel (Chapala).- The lobby of Chapala’s City Hall has been under restoration for two months, and the work is expected to be finished in another week, according to the Department of Social Communication.
To carry out the restoration and maintenance project, the masonry was demolished, repaired, and repainted. The windows and ironwork were replaced with new and safer ones and the central chandelier was cleaned.
The cost of the restoration and maintenance of the City Hall building since October 2021 under this administration is not known.

Armando Esquivel.- Por considerar una clara invasión a zona federal y poner en riesgo a las personas, pobladores de San Antonio Tlayacapan quitaron postes y retiraron alambres de púas, que algún particular, colocó a la orilla del Lago de Chapala. Durante la acción realizada el 20 de mayo, los activistas fueron recibidos con insultos, gritos y hasta amenazas.
Fue el malecón de la delegación chapalense el lugar en el que los activistas, también conocidos como “tumba-rejas”, se dieron cita durante la tarde del viernes, contagiados de las acciones de sus vecinos, los ciudadanos de Ajijic y con el fin de poner alto a las invasiones. Poco a poco los inconformes fueron llegando, encontrándose mujeres, hombres y personas de la tercera edad, todos dispuestos a defender sus playas.
La primera actividad fue el retirar plásticos negros que cubrían la construcción de una barda ya terminada, misma en la que se encuentran sellos de clausura por parte del Gobierno de Chapala y en la cual una persona salió para videograbar a los inconformes, por lo que luego de un rato, decidieron caminar rumbo al este, donde encontraron varios postes con alambres sobre las orillas del Lago.
Los postes con alambres impedían el paso de las personas por la playa, mientras que algunos de los cercos han sido tragados poco a poco por el agua, por lo que no se pudieron remover. Los “tumba-rejas” se dijeron molestos ante el alambrado que particulares han colocado, pues el riesgo de que alguna persona ingrese al Lago y quede atorado en los alambres, es más que evidente, considerando las víctimas que ha dejado del vaso lacustre.
En una de las propiedades cercanas, dos hombres se asomaron desde su terraza para pegar de gritos a los ciudadanos que quitaban los postes. “Deja de hacer esas cosas, ¿qué no escuchaste?”, “esto es un delito”, “vamos a llamarle a la policía”, fue parte de lo que se escuchó gritar a los enfurecidos hombres, que al final no les quedó más que tomar fotografías y esperar a que los pobladores se retiraran.
Fueron alrededor de 15 postes los removidos, más el corte del alambre de púas, acción que ahora permite el libre tránsito de la ciudadanía por la orilla del Lago. Los “tumba-rejas” de San Antonio Tlayacapan dijeron que continuarán con sus actividades y seguirán en pie de lucha contra las invasiones en zona federal.

Héctor Ruiz Mejía.- Personal docente del Centro de Estudios Tecnológicos en Aguas Continentales (CETAC 01), en Jocotepec, se encuentra en Paro Técnico, tras supuestas injusticias laborales.
La situación comenzó desde el pasado 12 de mayo y, hasta el día 23, pese a los intentos de diálogo, continúan sin una resolución favorable para el regreso normal a las actividades escolares.
Tras una serie de acusaciones de inconsistencias laborales por parte del personal educativo del CETAC 01, con el apoyo del Sindicato Nacional de Trabajadores de la Educación (SNTE) de la Sección 16, solicitan la resolución inmediata a las supuestas injusticias cometidas en sus condiciones laborales.
Entre las exigencias solicitadas por los afectados, que se pueden leer en una pancarta colocada sobre la puerta principal de la institución, está el pago por asignación de horas adicionales.
Asimismo, se exige la solución a la problemática salarial y prestacional; como el sueldo, los estímulos de antigüedad y gratificación por jubilación, también, la inmediata compensación a directivos correspondiente a ocho meses.
En Facebook, la usuaria Eriika Naye denunció: “que su esposo no ha recibido su sueldo como directivo desde el pasado agosto, poco más de ocho meses”, lo que ha provocado inestabilidad en la situación económica familiar.
Aunado a las exigencias salariales, los maestros y personal administrativo bajo el paro técnico, también exigieron la solución al personal idóneo en los procesos de admisión, así como la liberación de las plazas por jubilación y defunción, para cubrir las necesidades.
La inconformidad entre el personal docente y la institución académica tuvo lugar a poco más de los cinco meses de que Norma Angélica Huerta García, rindiera protesta como la nueva directora del plantel.
Quien, por su parte, hasta el momento, la docente no se encontró disponible para emitir alguna declaración al respecto, a excepción de asegurar que “se están trabajando en los diálogos para darle una solución” a la situación.

Jazmín Stengel.- Caros y peligrosos, así fueron calificados los camiones de Chapala por algunos pobladores del municipio. Ya que, la falta de cuidado de los conductores ha provocado una serie de accidentes, sobre todo en la carretera Chapala-Jocotepec.
La mayoría de los percances se han dado porque los choferes de Autotransportes Chapala-Guadalajara “se paran en seco” sobre la carretera en lugar de orillarse para permitir el ascenso y descenso de los pasajeros.
Esta situación llevó a más de un conductor de automóviles privados que transitaban a espaldas de un camión a estrellarse contra la defensa de este. Como lo experimentó Juan, un repartidor de tortillas que viajaba en su camioneta NP Nissan, y a finales del año pasado se impactó en la parte trasera de un autobús a la altura de San Juan Cosalá, por no lograr frenar a tiempo.
El 19 de mayo, en la misma población el suceso se repitió frente a la escuela primaria ‘Colegio Gustavo Díaz Ordaz’ con otra camioneta Nissan, en esta ocasión de una constructora, que se estrelló contra la defensa del camión 722 luego de haber frenado de manera abrupta.

El tramo de la entrada a Ajijic después del fraccionamiento La Floresta, es otro de los puntos señalados por los quejosos. Donde los camioneros toman la vía paralela para evitar el tráfico, sin embargo, en muchas ocasiones es demasiado angosta y resulta en accidentes menores contra los automóviles estacionados o aquellos que salen del estacionamiento.
Otro de los testigos afirmó que, al dar el paso a las patrullas estatales a la altura de la Montaña en la zona centro de Ajijic, ya que éstas venían con las sirenas prendidas hace un mes aproximadamente, el camión que venía detrás de las patrullas intentó rebasar a alta velocidad quedando cara a cara con el camión que venía de frente; Álvaro el testigo dijo haberse salvado por suerte.
En redes sociales también circuló un video el 4 de abril donde se observa la caída de una señora que intentaba bajar del camión número 06 por la parte trasera, cuando este arrancó abruptamente provocó que la persona cayera al piso y le causara lesiones. Otras quejas populares son la alta velocidad y brusquedad con la que conductores manejan, “juegan carreritas” o se pasan los semáforos en alto.
Por su parte, el director de Movilidad en Chapala, Moisés Ochoa Urquieta, aseguró haberle llamado la atención a la empresa Autotransportes de Chapala por no orillar los camiones en las paradas, sin embargo, también excusó a los conductores cuando estos no tienen el lugar para estacionarse. Hasta el momento no ha habido infracciones municipales en contra de las unidades de la empresa, aseguró el funcionario.
En el municipio de Chapala los accidentes donde hay camiones involucrados “no son algo alarmante”, aseguró Ochoa Urquieta, ya que, han sido mínimos y sin gravedad; hasta el momento solo se han tenido pérdidas materiales. Además, en su opinión, estos tampoco son los causantes de los hechos.
