Redacción.- Tanto el Gobierno de Chapala, el Colegio de Notarios del Estado de Jalisco y el Gobierno del Estado, han hecho un llamado a la población para denunciar malas prácticas de notarios públicos, esto luego de indagar que, en complicidad con particulares, han realizado la falsificación de documentos para adueñarse de terrenos en zonas federales.
Ante el tema, las autoridades municipales, en coordinación con las estatales, han emprendido una estrategia que detenga actos ilícitos por parte de notarios y personas que intentan apoderarse de terrenos en Chapala. Al día de hoy, la Dirección General de Delitos Patrimoniales y Financieros de la Fiscalía de Jalisco, cuenta con Carpetas de Investigación por irregularidades cometidas en el municipio.
Desde hace 10 años el problema de las invasiones en cerros y zonas de playa del Lago de Chapala, ha ido creciendo de manera acelerada, sin que ninguna autoridad se haya atrevido a ponerle un alto a las invasiones que, en muchos casos, se sospecha que se han usado métodos de corrupción de particulares y notarios públicos, que buscan apoderarse de terrenos de la nación.
Los notarios públicos que sí están avalados son: Jorge Chávez, Sergio Macias, Juan Carlos López, Sergio Macias (padre), Luis Enrique Ramos, Juan José Rodríguez, Adriana Villaseñor, así como fedatarios de La Barca, Ocotlán, Ayotlán, Tototlán y Atotonilco, con la condición de que estén presentes. El usurpar funciones para un trámite notarial cuenta con penas que van de dos a seis años de prisión.
El Gobierno Municipal poco puede hacer al verse limitado en sus atribuciones como gobierno y habrá que esperar que las dependencias del Gobierno Federal también “se pongan las pilas”, pues parece que poco se han preocupado por los temas que afectan el patrimonio nacional y la protección del Lago de Chapala y sus montañas.

«Today in the afternoon our governor, Enrique Alfaro, was passing through Jocotepec; it is a shame that he sent me these images of the beltway full of garbage. Remember that our municipality is #LoHaceSuGente (The People Do It) and it is not fair that because of some people we have such a bad image,» the Jocotepec president wrote at the time.

Garbage and dozens of tires burned recently in a fire on Matamoros Sur Street that caused a large column of black smoke to be visible from all over Jocotepec.
The smoke rose quickly from a property located toward the Roca Azul subdivision, so the authorities were notified. Elements of Civil Protection and Firefighters of Jocotepec arrived on the scene to control the blaze and helped prevent the fire from expanding.

Patrick O’Heffernan (Ajijic).- After years of neglect by the former administration, recycling in Ajijic is back on track, thanks to former and now current Committee Chairwoman Esther Prada and cooperation from the new Chapala Director of Ecology, Lic. María Guadalupe Vázquez Solano. The citizens committee that handles recycling for Ajijic has been appointed, with all by one position, secretary, filled. The committee manages the recycling center on the Carretera in West Ajijic, and handles some pickup of recyclable materials from the blue barrels.
The center’s work has been slowed for some time due to the lack of a compactor to compress processed materials before they are trucked to Guadalajara for sale. Reciclaje Ajijic operates out of a former military training center now owned by the government. Materials are delivered to the center, sorted, cleaned and packed for transport. While the committee owns a compactor, bought with donated funds, the previous administration was not helpful in connecting electricity to the center to operate it. Appointing a new committee was the first step toward CFE assigning an address and connecting power to the compactor.
Prada was able to negotiate the committee’s formation as part of her drive to obtain commitments from the municipality that they will continue support for the center and guarantees that equipment installed at the center will remain with Reciclaje Ajijic if a new administration is elected. In a meeting with Ecology Director Vázquez Solano., Laguna found her to be enthusiastic about the program and to systematically seeing the process through with Reciclaje Ajijic and possibly expand recycling to other delegations

Alma Serrano(San Juan Cosalá).- Residents of the San Juan Cosalá delegation in the municipality of Jocotepec, have been suffering from a shortage of drinking water for months, and the problem has worsened during the dry season.
Even before the failure of the engine on the Zaragoza well registered on March 13, residents said they live with little availability of the liquid, which has forced them to spend on water delivery trucks to supply their demand.
«I have a lot of water containers to cope with the little water that is arriving, because some days there is no water, some days there is; or a trickle of water arrives all day. It is not enough, we have to pay for water delivery every two weeks or there is no way to bathe or wash the dishes,» said an annoyed citizen.
Those interviewed said they considered it unfair to pay for a service they do not receive. Also, distribution of water in the delegation is unequal, because a few enjoy a lot of water while the majority lives without enough.
«I am not going to bathe in the lake, nor am I going to wash there. Before we did not have to pay for it, but now we pay and they have to send us water in bulk, commented another person affected by the shortage.
The water operator in San Juan Cosalá, Samuel Tolentino, said that after repairs, the Zaragoza well is working again though only at 75 percent of its capacity, which has caused the population to get water by other means. Tolentino considers that the only solution to the shortage is to drill another well.
«The water well (Zaragoza) is working at 75 percent because it is pumping a lot of sand. The solution would be a new well,» he said.

Alma Serrano (San Juan Cosala).- At least three trees are being killed by the construction of the bicycle lane in the San Juan Cosalá section.
A ficus, a plum tree, and a large ceiba (kapok, a most sacred tree for the ancient Maya and symbol of the universe), located in the block between Cuauhtémoc and Tacuba streets, were left without space for irrigation or growth after the concrete was placed for the bicycle lane.
«I don’t know why they cemented in the trees, if the tree grows it can damage the cement. And I don’t understand why they cut other trees down» commented one of the neighbors.
In addition to these, neighbors in the area denounced the felling of other trees for the construction of the road that began in November of last year and is expected to be finished by the end of March 2022.

Sofía Medeles(Ajijic).- A strong sewage spill was reported in two points of Ajijic’s waterfront last weekend. Timoteo Aldana Pérez, who is in charge of Ajijic’s Municipal System of Potable Water and Sewage, or SIMAPA, said it was due to a failure in the system.
During the afternoon of Sunday, March 13, there were numerous reports on social media that this is a recurring problem in the various drains and gutters located on the lakeshore in the town.
Aldana Perez said workers were cleaning and maintaining the drains over the weekend to help avoid future collapses. During maintenance, workers noticed that the drainage system stopped. Because this is often due to electrical failures, SIMAPA personnel reported it to the Federal Electricity Commission for repair and kept working.
The next day, a sewage spill was reported in the culvert located almost in front of the skate park. Aldana Perez spoke with commission personnel, who told him it was due to a defect in the general sump pumping system. Personnel from the treatment plant, located in San Antonio Tlayacapan, then went to repair the problem, which was due to melted connectors. When they were replaced, the leakage stopped. On Monday, March 14, SIMAPA personnel inspected collectors in the area to make sure they were clear and without collapse.
The spill on Flores Magón Street was a relief valve, which was enabled while they were performing maintenance. On Friday, the outlet was plugged so that the system could function normally.
Finally, Timoteo Perez emphasized that the collector needs to be replaced soon because of its age. He does not believe it will last more than five years working properly. He asked residents to help by not throwing waste into the drainage system. During the last cleaning, workers found bricks, pieces of wood, shoes and other debris.

El antes y el después de la vista de Enrique Alfaro a Jocotepec.
Redacción.- Desde semanas atrás, orillas del libramiento Jocotepec han sido utilizadas como basureros, en donde se dejan montones de bolsas con desechos, tal como en el acceso por la zona de carretera Morelia, aunque, con la visita del Gobernador, Enrique Alfaro, las autoridades “se pusieron las pilas” intentando ocultar la basura que se ha ido acumulando.
Hasta hace una semana, en el punto se podían observar diversas bolsas de basura amontonadas a un costado de la carretera, justo en el acceso por la carretera a Morelia, dando una pésima imagen a los turistas que usan la vialidad. Según testigos, la empresa GIRRSA, que tiene una concesión otorgada por el Gobierno de Jocotepec para recoger la basura, es la responsable de llenar las orillas del libramiento con basura, sumado a que personas que intentan tirar basura de manera clandestina, ven en el punto el lugar perfecto.
La basura ha sido visible para todos, excepto para la Dirección de Ecología de Jocotepec, que parece no tener mucha fuerza ni autoridad para entrar en estos temas. En el 2019, la anterior administración, también a cargo de José Miguel Gómez López, presentaba ante el cabildo la creación del “Reglamento Ambiental del Municipio de Jocotepec, Jalisco”, que en papel es muy atractivo, pero en la aplicación ha dejado que desear.
En el año 2019, Enrique Alfaro cruzó la zona del libramiento, encontrando basura y hasta dandole su “jalón de orejas” a Gómez López. “Hoy por la tarde nuestro gobernador, Enrique Alfaro, estuvo de paso por Jocotepec; es una vergüenza que me haya enviado estas imágenes del libramiento lleno de basura. Recuerden que a nuestro municipio lo #LoHaceSuGente y no es justo que por culpa de algunas personas demos tan mala imagen” (sic), escribió en ese entonces el presidente jocotepense.

Sofía Medeles.- Se reportó un fuerte derrame de aguas negras en dos puntos de la zona litoral de Ajijic, durante el fin de semana pasado. El encargado del Sistema Municipal de Agua Potable y Alcantarillado (SIMAPA) de la delegación, Timoteo Aldana Pérez, explicó que esto fue a causa de una falla en el sistema.
Durante la tarde del domingo 13 de marzo, abundaron los reportes en redes sociales señalando que es un problema recurrente en los distintos registros y cárcamos pequeños que se ubican en la orilla del lago en la población.
Aldana Pérez comentó que el fin de semana se le estuvo dando mantenimiento y limpieza a los cárcamos pequeños, para evitar colapsos futuros, no obstante, mientras realizaban su trabajo, notaron que el sistema de drenaje se paró. Al ser común que se detenga por fallas eléctricas, decidieron reportarlo a la Comisión Federal de Electricidad (CFE) para su reparación; mientras el personal de SIMAPA siguió con su labor.
Al día siguiente, se le contactó para reportar el derrame de aguas negras en el registro ubicado casi al frente del skate park. Extrañado, habló con personal de la comisión, quien le informó que se debía a un defecto en el sistema de rebombeo del cárcamo general.
Tras informarle al personal de la planta de tratamiento, ubicada en San Antonio Tlayacapan, acudieron a reparar el problema, se trataba de unos conectores fundidos. Al cambiarlos, paró el derramamiento; el lunes 14, personal de SIMAPA realizó una revisión en los colectores de la zona, para asegurarse que estaban despejados y sin colapsos.
En cuanto al derrame de la calle Flores Magón, se trataba de lo que llaman como “desahogue”, el cual habilitaron mientras daban mantenimiento, pero que el viernes, se tapó la salida para que el sistema funcionase con normalidad.
Finalmente, Timoteo Pérez enfatizó en que necesitan reemplazar pronto el colector, ya que, por la edad que tiene, no cree que dure más de cinco años funcionando correctamente. Por otro lado, pidió a la población apoyarlos evitando tirar desechos al drenaje, puesto que, durante la última limpieza, siguieron encontrando ladrillos, pedazos de madera, calzado, entre otros deshechos.

Héctor Ruiz Mejía.- Los jocotepenses respondieron favorablemente a la campaña de esterilización de perros y gatos realizada en la cabecera municipal.
María Aparicio Cid integrante de Salud y Derecho Ambiental, A. C, informó que la jornada inició desde el pasado 8 de marzo y que, debido al éxito registrado, se extenderá hasta el día 25.
En coordinación con la Secretaría de Salud Jalisco (SSJ) y la Jefatura de Protección y Trato digno a los Animales Jocotepec, se atendieron entre 15 y 17 mascotas por día, en el módulo móvil que fue instalado afuera del auditorio Marcos Castellanos.
Aparicio Cid dijo sentirse satisfecha al observar que no solo la gente del municipio ha puesto de su parte para combatir la grave problemática que enfrenta toda la ribera en el abandono de los animales, sino del mismo personal de la SSJ.
La campaña ha sido implementada con la ayuda de un solo médico veterinario que asiste diariamente desde la sede de la Región Sanitaria IV Ciénega-La Barca, para realizar la intervención quirúrgica a todos los animales.
Esto, explicó Aparicio Cid, ha mostrado un panorama de concientización positivo, pues recordó como en los 20 años que tiene de experiencia en el tema, la ideología de la gente ha evolucionado favorablemente.
“Me siento bien feliz, pues de verdad, hace 20 años tenía yo que rogarle a la gente, iba de casa en casa tocando puertas y nadie quería, asumían la sexualidad de sus mascotas como la propia, un caos”, aseguró.
Finalmente, la trabajadora civil exhortó a la comunidad a no aflojar las medidas de esterilización, pues la problemática trasciende el abandono de los animales; esto genera también altos índices de mordeduras de perros a los niños, incluso hasta accidentes automovilísticos.
“Toda la región de la ribera padece de una problemática grave de abandono de animales, esto genera todo tipo de consecuencias, incluso, cuántos no han chocado por al ir manejando y se les atraviesa un perro”, agregó.
Por último, Cid aprovechó para invitar a la ciudadanía a llevar a esterilizar a sus perros y/o gatos, se seguirá atendiendo en las inmediaciones enfrente del auditorio Marcos Castellanos, de lunes a viernes en horario de 9:30 de la mañana a 3:00 de la tarde, a excepción del lunes 21 por ser día feriado.
El trámite es bajo cita y para obtenerla es necesario acudir a la Jefatura de Protección y Trato Digno para los Animales Jocotepec, o llamar al número 3317940347.
