Jazmín Stengel (Chapala).- Ten percent of registered voters in Chapala participated in the recall initiative to revoke the mandate of the President of the Republic, Andrés Manuel López Obrador (AMLO).
Presidents of polling stations assured that the low turnout was due to misinformation among the community. In the democratic exercise held on Sunday, April 103, 870 Chapala residents participated out of the 38,306 registered on the National Electoral Institute’s (INE) nominal list, or 10.1 percent.
Of the total votes cast, 3,515 believed AMLO should continue to be the president of Mexico, while 303 wanted his mandate revoked due to loss of confidence and 52 canceled their vote, according to the figures of the Electoral and Citizen Participation Institute of Jalisco (IEPC).
A canceled vote may be a ballot that is marked unclearly but it also can be considered a null vote, a popular method to show dissatisfaction with either ballot choice.
Many interested in voting were unable to do so because no special polling place was installed in the entire municipality. The closest one was in the main plaza of Jocotepec, as it is the head of the 17 th electoral district. A special polling place is needed when people are outside of their normal polling area. With the election occurring during Easter week many voters were not in their voting districts.
The municipal seat of Chapala had five poll locations with two voting boxes each where 1,355 opinions were collected, of which 1,263 were in favor of the president remaining in office, 80 that he be recalled and 12 people annulled their vote.
The delegation of Ajijic obtained 91 votes in favor of the recall of the mandate. However, 859 preferred that Andres Manuel continue as president, and 19 people canceled their vote.
There were 908 participants in Atotonilquillo; 852 of them in favor of López Obrador continuing to govern, 43 against and 13 canceled their vote. Being the farthest delegation from the municipal capital, it only had two double-box polling places.
In San Antonio Tlayacapan, with one voting center at the Cuauhtémoc Federal Elementary School at the corner of the main plaza, a total of 405 votes were cast, 70 of them in favor of the recall and 330 for AMLO’s continuation; five canceled their vote.
In Santa Cruz de la Soledad, the total number was 232 participants, 18 in favor of the presidential recall and 211 against. San Nicolás de Ibarra did not have a polling center and was included in the polls that were installed in the neighboring town of Santa Cruz de la Soledad.
«Due to budget cuts», the number of polling places were reduced, and several sections were combined, explained Luis Orozco, general coordinator for the Movimiento de Regeneración Nacional (Morena). In addition, the precincts marked with the numbers 460, 461, 464, 465, 471 and 473 do not appear in the list of published results, as of the closing of this edition.

Editor.- Chapala Mayor Alejandro de Jesús Aguirre Curiel announced the projects to improve the Pueblo Mágico aspects of Ajijic and the tourist areas of Chapala in his presentation of the Model of Magic Towns of Jalisco.
Aguirre Curiel shared details of the project and the funds to improve infrastructure and tourism on social media.
«This project consists of four thrusts that will allow our Pueblo Mágico, Ajijic, to better receive visitors and show off its beauty: Analysis and improvement of mobility in the town; Establishing a Tourist Agent; Analysis and improvement of its visual presentation; and waste management».
The mayor emphasized that the objective is to improve the quality of life of the people who live in Ajijic and the people who visit it, so he considered this an important policy «for Ajijic and for Chapala this news means a lot, because it strengthens the economic and touristic growth of our municipality, without losing the traditions and culture that identify us».
During the press conference held at Casa Jalisco on April 11, a first investment of 20 million pesos was announced for the start-up of the Magical Towns Model in the nine towns of the state that have this distinction.
Finally, Alejandro Aguirre, recognized the influence of Governor Enrique Alfaro Ramírez in the designation of Ajijic a Pueblo Mágico, highlighting its traditions and excellent climate as some of its main attractions, without forgetting the influence of the retired residents of the Expat community.

Only 27,168 cast their vote in the lake area.
Héctor Ruiz Mejía.- Only 9.97 percent of the electorate in District 17 participated in Sunday’s vote on the Revocation of Mandate on Andrés Manuel López Obrador (AMLO).
Of the 272,259 people who were expected to go to the polls on April 10 in the 15 municipalities that make up the district, only 27,168 cast their vote. Of these, 25,270 voted in favor of AMLO’s continuation as president, 1,548 voted to revoke his mandate and 350 left their ballot blank.
Between Chapala and Jocotepec, seven thousand two votes were cast, of which six thousand 351 were in favor of AMLO, 558 against him, and 100 were null votes.
Nationally, voter participation was also low, according to INE only between 17 and 18.2 percent of those registered on the nominal list cast their vote; Jalisco registered 9.06 percent, one of the states with the lowest participation. The election had no impact because, it required at 40% of the current electoral roll.

Héctor Ruiz Mejía (Jocotepec).- Despite the fact that authorities claim that the municipality of Jocotepec has a limited budget, during the last four years the number of City Hall workers increased from 398 to 547.
According to a report issued by the Tax Administration Service (SAT) under folio number 22NA4165087, corresponding to fiscal years 2018 to 2021, the municipality increased its workforce by 37.43% during that period.
Although in daily discourse, the municipal president of Jocotepec, José Miguel Gómez López, states that Jocotepec has little budget, the information obtained through transparency shows the opposite.
In 2018 City Hall had 398 workers; this increased to 540 in 2019 and dropped to 534 in 2020. In 2021, 547 City Hall workers were on the payroll.
Total salaries and wages of civil servants as reported increased the budget by 25.17%.
In 2018, the municipality of Jocotepec paid a total of 52,560,210.72 pesos (about US$2.6 million); in 2019 the amount was 56,743,975.04 pesos (about US$2.8 million). In 2020 it increased to 67,505,644 pesos (about US$3.3 million).
2021 closed with a payroll expense of 65,789,990 pesos (about US$3.28 million) together with a section of salary exempt payments of 3,143,411 pesos (about US$157,000) totaling 68,933,401 pesos (about US$3.44 million).
After the cutback of federal funds, the municipal president reduced the salaries of councilmen 50% and salaries of employees in positions of trust 30 percent as a cost saving measure. Despite these reductions to payroll, 2021 was the year in which the most money was spent on salaries.

Redaction.- District 17 Deputy Maria Dolores Lopez Jara said she was in favor of the package of legal amendments to recognize equal marriage, gender identity and the prohibition of conversion therapies.
From the tribune of the Congress of Jalisco, the legislator from Jocotepec defended initiatives aimed at recognition of LGTBTTIQ+ community rights. López Jara stressed that the law should not support privileges for one group of people over another.
“In this country there are no first- and second-class people,” she said. “Human dignity is what counts. Our value is in how human we are – how good or wrong we are, not for what we prefer or what we like. To put it simply, human dignity is not bargained. I insist – there are no first- or second-class people,” she emphasized.
Saying that even if it represents her “political tomb,” López Jara defended human rights over political repercussions, as an act of congruence with her person and her family.
“I don’t know what legacy you want to leave,” she said with emotion. “I just want to leave a legacy for my daughter, and that is called congruence. I want to tell you – neither my love nor my family is less worthy than yours, yours or yours.”
The three initiatives were approved by the local Congress on Thursday, April 7, in a session that lasted until the wee hours of the morning.

Redacción.- El secretario de Salud de Jalisco de la administración pasada, Antonio Cruces Mada, fue vinculado a proceso y sometido a prisión preventiva por seis meses.
Mediante sus redes sociales, el actual gobernador de Jalisco, Enrique Alfaro Ramírez, anunció el miércoles 13 de abril los avances en el caso «después de haber burlado la ley con amparos concedidos al margen de la ley, hoy finalmente se le dictó prisión preventiva, vinculado por un juez, y tendrá que enfrentar su proceso tras las rejas».
“El compromiso era claro: el desfalco que se hizo en el sector salud del gobierno anterior no sería una historia más de impunidad. Hace unos momentos Antonio Cruces Mada, el exsecretario de Salud de Jalisco, ha sido enviado a la cárcel a pagar por sus fechorías”, informó.
El Juez Octavo de Control y Oralidad, Javier García Muñoz, vinculó a proceso al ex funcionario de la administración de Jorge Aristóteles Sandoval, y le dictó prisión preventiva por seis meses por el delito de ejercicio indebido y abandono del servicio público, y por el de usurpación de funciones.
Cruces Mada, quien había librado la cárcel con más de 100 amparos, se le responsabiliza de un detrimento al erario superior a 600 millones de pesos.
El juez fijó un periodo de dos meses para concluir con la investigación inicial contra el ex secretario de Salud de Jalisco.
Redacción.- El día de mañana -10 de abril- se llevará a cabo la primera consulta de Revocación de Mandato a nivel nacional; en el distrito 17 se instalarán 85 centros de votación con 171 casillas, de 8 de la mañana a seis de la tarde.
En el municipio de Chapala se instalarán 24 casillas distribuidas en 12 domicilios; tres en Ajijic, dos en Atotonilquillo, Santa Cruz de la Soledad dos y la cabecera municipal contará con 10.

¿Qué es la consulta popular?
La Revocación de mandato es un instrumento de participación, el cual es solicitado por la ciudadanía para determinar la conclusión anticipada en el desempeño del cargo de la persona titular de la presidencia de la República, esto a partir de la pérdida de confianza.
Esto lo dicta el artículo V de la constitución y la Ley Federal de la Revocación de mandato.
«¿Estás de acuerdo en que a (nombre), presidente de los Estados Unidos Mexicanos, se le revoque el mandato por pérdida de confianza o que siga en la Presidencia de la República hasta que termine su periodo?». Las opciones de respuesta serán:
Los resultados oficiales del proceso de Revocación de Mandato serán exclusivamente los que dé a conocer el INE y, en su caso, el Tribunal Electoral del Poder Judicial de la Federación (TEPJF).

Durante la 37 Conferencia Regional para América Latina y el Caribe (LARC) de la Organización de las Naciones Unidas para la Alimentación y la Agricultura (FAO), el Gobierno de México hizo un llamado a los países de América Latina y El Caribe a lograr una mayor coordinación regional para cumplir con los grandes retos de garantizar la seguridad alimentaria y la mejora de la calidad de vida de las comunidades rurales, ante el actual marco de incertidumbre y vulnerabilidad.
El secretario de Agricultura y Desarrollo Rural, Víctor Villalobos Arámbula, enfatizó que garantizar una vida digna dentro de los territorios rurales debe ser una alta prioridad para los gobiernos de la región. Destacó la importancia de la coordinación interministerial y la responsabilidad compartida con todos los actores de las cadenas agroalimentarias, tomando en cuenta las implicaciones de índole técnico, económico, ambiental y, sobre todo, social. “Darle de comer a quienes nos dan de comer”.
Destacó el tema de la transformación rural mediante innovaciones para erradicar la pobreza y reducir desigualdades. Villalobos Arámbula señaló que, en la etapa de la pandemia, en México las medidas de precaución se conciliaron con las del sector primario y agroindustrial.
Hoy tenemos que capitalizar esas acciones, buscar mejorar los sistemas alimentarios con calidad y atender la parte social, en pos de una vida saludable para la gente, principalmente para la del campo, enfatizó ante delegados de países de América Latina y El Caribe.
El titular de la Sader expuso que la política agroalimentaria de nuestro país tiene como principal objetivo alcanzar la autosuficiencia alimentaria, fortalecer al campo para lograr un sistema agroalimentario justo, saludable y sustentable, además de incrementar la productividad de los cultivos, sanos e inocuos, el manejo responsable del suelo y agua y el acompañamiento a los productores de pequeña escala.

Jazmín Stengel.- The former Chapala Police headquarters at the corner of Niños Héroes and Zaragoza streets will now be occupied by the Jalisco Regional Police and the Mobility Department, thanks to the signing of an agreement between municipal authorities and the state. Chapala will continue to pay rent on the building.
The agreement established last March 25 between Chapala Mayor Alejandro de Jesús Aguirre Curiel and Regional Police Commissioner Abraham Isaac Chávez Velázquez, will allow the State Police to relocate from a small building in La Cristianía Park.
The move gives the State Police better facilities from which to continue working in coordination with the Municipal Police. This helps guarantee the safety of the population just days before the start of the Holy Week and Easter vacation period.
Jalisco Secretary of Public Security Juan Bosco Pacheco Medrano said the building is a tool that dignifies police work and helps the State Police coordinate with the municipality to provide peace of mind to both residents and tourists.
“I am pleased to inform you that we have delivered dignified facilities on loan for elements of the State Security Secretariat to have their base of operations,” the mayor said through social media. “The safety and tranquility of the families of Chapala and its visitors is a priority for this government.”
Chapala has rented the building since 1998. It was the Municipal Police headquarters until June 2020, when they moved to their new location at the corner of Los Maestros and Isla del Presidio streets. The State Highway Police, with whom the State Police will share the building, began working out of the building a few months ago.
