Héctor Ruiz Mejía.- A falta de elementos de seguridad pública, el Ayuntamiento de Jocotepec solicitará apoyo a municipios aledaños para fortalecer los operativos de seguridad por los festejos de enero.
Y es que, a decir de Felipe Aguilar, director de comunicación social del Ayuntamiento de Jocotepec, al corte del día 15 de diciembre, el municipio de Jocotepec cuenta con tan solo 44 policías distribuidos en los dos turnos; esto significa 22 elementos por cada turno.
Según información brindada del Instituto de Información Estadística y Geográfica de Jalisco (IIEG), Jocotepec cuenta con 47 mil 573 habitantes, (sin contar a los turistas que visitan el municipio cada fin de semana); esto es equiparable a un policía por cada mil 80 habitantes.
De acuerdo con el entrevistado, el municipio debería contar con al menos 100 elementos de seguridad; es decir, por el momento hay un déficit de aproximadamente el 60 por ciento, el cual, de acuerdo al alcalde José Miguel Gómez López, esto se debe en gran medida a la deserción a otras dependencias de seguridad en la Zona Metropolitana que cuentan con sueldos superiores.
“Hubo momentos difíciles, en la que no contamos ni con 38 policías en los dos turnos, pues algunos enfermaron y otros desistieron para trasladarse a la Zona Metropolitana”, aseguró el alcalde José Miguel, respecto a la crisis de elementos policiales municipales.
Ahora, en vísperas de los nueve días de celebración en alusión al Señor del Monte, que tienen lugar del 4 al 17 de enero en el municipio de Jocotepec, donde se congregan miles de personas que asisten desde muchas partes del país e incluso de fuera, fortalecer la seguridad es una prioridad, ya que no bastará con el número de policías que cuenta actualmente el municipio.
“El departamento de Seguridad Pública ya tiene contemplado las fiestas de enero, por lo que ya se tiene pensado solicitar el apoyo de otros municipios”, aseguró Felipe.
No obstante, el comandante municipal de Chapala informó a Semanario Laguna que hasta el momento no ha recibido ningún oficio ni petición por parte del Ayuntamiento de Jocotepec para solicitar el apoyo policiaco.
Las Naciones Unidas aseguran que lo óptimo para garantizar la seguridad de las personas son 300 policías por cada 100 mil habitantes, como el caso de Estados Unidos el cual cuenta con 278 cada 100 mil y los países de la Unión Europea no superan en ningún caso los 250.
En México persiste déficit de 96 mil elementos de seguridad, como lo reportó Excélsior, el cual incumple el estándar de las Naciones Unidas.
In Jalisco, 80 deaths due to accidents in general were recorded during the December 2020 holiday period, which is equivalent to 29 percent less than during the same period in 2019.
With the arrival of the Christmas holidays, the Jalisco Ministry of Health (SSJ), through the State Council for the Prevention of Addictions (CECAJ) and the State Council for the Prevention of Accidents (CEPAJ), reiterates the call to the population to celebrate the Christmas holidays safely.
The operational coordinator of CEPAJ, José Parra Sandoval, called on the general population to follow preventive measures to avoid common accidents during the Christmas holiday period.
«We are already seeing an increase in the number of motor vehicles on public roads where the main problem is speeding, so I invite you to take precautions and time to move from one place to another and the most important thing is not to drive if you have already ingested an alcoholic beverage,» he said.
Parra Sandoval reported that during last year’s holiday period from December 12, 2020 to January 6, 2021, there were 80 deaths in Jalisco due to accidents in general. This was 29 percent lower than December of the previous year.
«If you are going out, avoid consuming alcoholic beverages, people confuse rest with carelessness since the first thing they think of is to take the beer or tequila to be able to drive in those conditions. If you love your family, take care of yourselves, so we invite you to celebrate safely with your families and friends,» said the official.
Parra Sandoval made the following recommendations in order to continue reducing the number of deaths caused by accidents in the state:
Fireworks
Do not play with fireworks and, if they are used, they must be light and non-explosive; they must also meet regulations. Children may not buy them or handle them without adult supervision.
These devices should only be lit outdoors away from gas sources, such as tanks and cylinders. It is very dangerous to keep them in pockets due to the friction that could be generated by movement.
Avoid directing fireworks toward people. Keep a prudent distance from people, and also from castles and fireworks launchers.
Fire hazards
Extinguish heat sources before sleeping or leaving home. These include stoves, heaters, braziers, gas lamps, boilers, candles, etc..
Do not allow children to handle lighters or matches.
Do not overload electronic circuits with Christmas decorations.
Protect plugs and contacts.
Do not serve very hot food to children.
Prevent children from playing in the kitchen and leave the handles of pans and pots towards the central part of the stove.
In case of minor burns, place the injured part under a gentle stream of water.
In case of serious burns, cover the injured area with a clean, dry, lint-free cloth. In addition, carefully remove rings, watches, belts or tight clothing that compress the affected area before it begins to swell.
Maintain body temperature and transport the victim to the nearest medical facility or call 911 for an ambulance.
At home
Supervise children at all times, and prevent them from playing in the kitchen.
Keep medicines and chemicals locked away or on high shelves and in their original containers.
Take special care when floors are wet.
Avoid having objects on the floor that are easy to trip over.
Securely cover basins and water storage tanks.
On public roads
Always use seat belts or child restraint systems.
Respect pedestrians and speed limits.
If drinking alcohol, avoid driving.
Avoid overcrowding in vehicles.
Carry a first aid kit and a tool kit.
Check the mechanical condition of your vehicle before driving.
On vacation:
Locate the emergency post of the place where you are going to vacation.
If traveling with children, make sure that all activities are carried out with an adult.
Avoid running next to swimming pools or on wet floors.
If extreme sports are practiced, do so with the necessary equipment and with an established company.

Héctor Ruiz Mejía: Jocotepec City Hall will request support from neighboring municipalities to strengthen security operations for the January celebrations because it is short f public security staff.
According to Felipe Aguilar, Director of Social Communication for Jocotepec, as of December 15 the municipality had only 44 police officers distributed in two shifts, 22 officers for each shift.
The Institute of Statistical and Geographic Information of Jalisco (IIEG) reports that Jocotepec has 47,573 inhabitants (exclusive of weekend tourists), equivalent to one police officer for every 1,80 inhabitants or 92 per 100,000 population, , approximately 1/3 of the number recommended by the UN. The United States as 278 per 100,000 and the countries of the European Union have up to 250 police per 100,000 population.
Jocotepec’s shortage is part of a national problem. According to Excélsior, Mexico has a shortage of 96 thousand security personnel, putting it far under the UN standard.

Aguilar said that the municipality should have at least 100 officers meaning staffing is down 60 percent. Mayor José Miguel Gómez López blamed the shortage on the defections of officers to other security agencies in the Metropolitan Zone that have higher salaries.
«There were difficult moments in which we did not even have 38 policemen in the two shifts, because some of them got sick and others resigned to move to the Metropolitan Zone», said Mayor José Miguel, regarding the crisis of municipal police force.
Now, strengthening security is a priority on the eve of the nine days of celebrations commemorating Señor del Monte from January 4 to 17 in Jocotepec when thousands of people congregate in Jocotepe from many parts of the country and even from abroad.
«The Public Safety department has already anticipated the January festivities, so we are now thinking of requesting the support of other municipalities,» said Felipe.
However, the municipal commander of Chapala informed Semanario Laguna that so far he has not received any official letter or request from the municipality of Jocotepec to request police support.

The inauguration of the ‘Alegria en Chapala’ holiday security operation took place on one of the islets of the malecon.
All elements of security, civil protection and medical services will work full time during the operation.

The president also explained that a «synergy between society and authorities is fundamental, which is why we will work with business members from different sectors and service providers» to achieve the security that the municipality demands, he continued.

«The safety of Chapala residents and visitors has been a priority since the beginning of this administration and a hallmark of the work of our government,» said Aguirre Curiel before asking the public for prudence and responsibility during the holidays.
Two of the three new units, at a cost of $1,700,000 pesos, were delivered to the Municipal Public Safety Department during the start-up of the operation.
The third unit was delivered to the Fire Department and Civil Protection. Civil Protection will also remain open during the vacation period, with all personnel they have available, in addition to the volunteers who always respond to the first emergency call.

The 10 Public Safety officers will patrol the streets of the municipality full time and with the sections they have available. The commissioner, Sergio Conzuelo Ramirez suspended staff vacations during the operation, which will be made up later in a staggered manner after the holiday period.
The Mobility Department is additionally ready to use all available personnel and units in the vehicle fleet to cover the operation.
The Municipal Courts and the Municipal Regulations Department will be on duty to attend to any anomalies that may occur during the festivities. Likewise, the Tourism Department will work to maintain a constant service to visitors during their vacations.

Facilities of Jalisco’s Anti-Corruption Prosecutor’s Office
Editor. – Since it began operating in Jalisco in 2018, the Specialized Prosecutor’s Office for Combating Corruption, or FECC, has received 58 complaints against former officials of the Municipality of Chapala.
At least 17 cases are in the initial investigation stage, 14 have been referred to other agencies, seven were sent to the temporary file and in three cases no criminal action was taken. In 17 cases, the Specialized Prosecutor’s Office has refrained from investigating.
The Specialized Prosecutor’s Office has not disclosed the names of ex-officials involved, nor the names of the complaintants or the circumstances under which the complaints were filed.
The Jalisco FECC is an institution with technical, managerial, administrative and operational autonomy that has public prosecutor’s agencies, areas and specialized administrative units in order to fulfill its purpose, which is to investigate, prevent and prosecute acts of corruption.

Ismael «N,» accused of robbing a house in San Juan Cosalá, Jocotepec, will be held in jail for the duration of his trial.
Ismael “N” was allegedly trying to take hand tools on December 4th. The victim caught him in the act and called the municipal police, who managed to arrest him and take him into custody.
The Public Prosecutor’s Office then prepared an investigative file in which they proved the probable commission of the crime of aggravated robbery. The case is being prosecuted.

Two private vehicles were involved in the accident
On Tuesday, December 14, there was another collision on the Chapala-Jocotepec highway in Upper La Floresta. The incident involved two private vehicles.
A turquoise Notte hit a white Versa at the first traffic circle in La Floresta, one street away from El Torito, at the entrance to Ajijic. The collision caused a huge traffic jam, which cleared once the damaged vehicles were brought to the side of the road.

Jazmín Stengel. – Con tres unidades nuevas y la participación de Seguridad Pública, Cruz Roja, Protección Civil y Bomberos, Capitanía del Puerto y Movilidad, así como de la Clínica Municipal, dieron el banderazo de inicio al operativo de seguridad «Alegría en Chapala», que se llevará a cabo durante las vacaciones decembrinas, del 15 de diciembre al 6 de enero.
Así es como se busca «reforzar la seguridad del municipio y fortalecer la integridad de quienes nos visitan, creando un clima de bienestar y tranquilidad en todas las colonias, barrios y delegaciones», destacó el presidente municipal, Alejandro de Jesús Aguirre Curiel, minutos antes de dar inicio al operativo.

Alejandro también detalló que realizar una «sinergia entre sociedad y autoridades es fundamental, es por eso que trabajaremos con los empresarios de diferentes giros y prestadores de servicios» para así lograr la seguridad que el municipio demanda, señaló el presidente municipal.
«La seguridad de los y las chapalenses, así como de quienes nos visitan ha sido desde el principio de esta administración una prioridad y un sello distintivo del trabajo de nuestro gobierno», manifestó Aguirre Curiel antes de pedir a la población prudencia y responsabilidad durante las fiestas.
Cabe mencionar que dos de las tres unidades nuevas que tuvieron un costo de un millón 700 mil pesos se entregaron a la dirección de Seguridad Pública Municipal durante acto de arranque del operativo.
Las 10 unidades de Seguridad Pública patrullarán las calles del municipio de tiempo completo y los elementos que tienen disponibles, ya que «se suspendieron los días francos», por lo que el comisario, Sergio Conzuelo Ramírez suspendió todo tipo de vacaciones y permisos a su personal durante el operativo, que después se darán de manera escalonada al término del periodo vacacional.

La tercera unidad fue entregada a la dirección de Bomberos y Protección Civil. Por su parte, Protección Civil también mantendrá la atención a la ciudadanía de manera permanente durante el periodo vacacional, con todo el personal que tienen disponible, además de los voluntarios que siempre responden al primer llamado de emergencia.
La dirección de Movilidad también se ve en las condiciones de utilizar a todo el personal y unidades disponibles en el parque vehicular para cubrir el operativo.
La dirección de Reglamentos y los Juzgados Municipales, se mantendrán en guardia para atender las anomalías que puedan darse durante las festividades. Asimismo, Turismo trabajará para mantener de manera constante el servicio a los visitantes durante sus vacaciones.

Redacción.- Ismael “N” permanecerá en prisión preventiva oficiosa por el tiempo que dure su proceso, por su probable participación en el robo a una casa habitación ubicada en San Juan Cosalá, municipio de Jocotepec.De las investigaciones efectuadas por parte de la Fiscalía Regional de Chapala se pudo saber que el robo sucedió el pasado 4 de diciembre, cuando Ismael “N” fue sorprendido por la víctima en el momento en que presuntamente intentaba apoderarse de herramientas manuales, por lo que solicitó la presencia de policías municipales, quienes lograron su detención.
Tras su puesta a disposición, el agente del Ministerio Público integró una carpeta de investigación en la que acreditó la probable comisión del delito de robo calificado y el caso fue judicializado.

Redacción.- La Fiscalía Especial en Personas Desaparecidas (FEPD) localizó sana y salva, a una mujer de 27 años, que contaba con reporte de desaparición desde el pasado 13 de diciembre.
Luego de la denuncia presentada por sus familiares, el personal ministerial inició con una serie de operativos de búsqueda que dieron como resultado la localización de Ana Carmen cuando caminaba por una calle, en el municipio de Chapala.
La mujer había decidido ausentarse por voluntad propia con la intención de quedarse a vivir con su pareja sentimental y que no había sido víctima de algún tipo de delito, informó la Fiscalía.
Ana Carmen fue resguardada y trasladada ante un agente del Ministerio Público, quien concluyó con la carpeta de investigación y realizó los trámites legales para que fuera retornada con su familia.
