Arturo Ortega (Chapala, Jal). – Cruz Roja reports that they are treating 60% more motorcycle accidents this year than in 2020 and that the majority of the victims are men, the victims are getting younger, and the number of women arriving at the emergency room from motorcycle injuries is growing.
A report requested by Semanario Laguna from the Cruz Roja Chapala Nursing Coordination staff showed that, while last year 98 people were treated for motorcycle mishaps, in the first six months of this 2021 there have been 84 motorcycle accident victims in the Chapala emergency room.
The Nursing Coordination Office, headed by María Guadalupe Ávalos Alcántar, projects an increase of more than 50 percent over last year, a prediction that seems tragically on the mark as the first half of 2021is only 14 motorcycle injuries from equaling the total number of those in 2020.
A total of 69 men and 29 women were injured or killed in motorcycle accidents in 2020, while as of June 2021 55 men and 29 women have been brought to the ER from motorcycle accident scenes, the overwhelming majority of them adolescents and young adults. The Cruz Roja Chapala report detailed the age ranges of the patients as from 15 to 25 years old in the case of men and between 20 and 25 in the case of women – a drop in average age of one year for men and five years for women. Females are now seen in the ER from as young as 14 years old and recently a 17-year old girl was killed when her motor scooter crashed and she was not wearing a helmet.
The Nursing Coordinator reported an increase in all injuries related to motorcycle accidents such as contusions, lacerations, fractures in lower and upper extremities, and even craniocerebral trauma, the severity of which depends on the speed at which the accidents occur and the use of protective equipment, especially helmets.
Cruz Roja of Chapala estimated in their report that if the same trend continues, the year could close with 160 victims, which would mean an increase of 60 percent over last year. It also noted that the increase in accidents has raised the costs of the ER and ambulances and the stress on the EMT and nursing staff. Sofía Medeles (Ajijic, Jal.)- Dentro de la dirección de Ecología de Chapala, laboran personas que son cercanas a casos de maltrato animal y por conflicto de interés y tráfico de influencias no se ha levantado sanción al infractor, denunció públicamente un ciudadano llamado José, quien por temor a represalias prefirió mantenerse en el anonimato.
Y es que a decir del entrevistado, durante al menos dos meses reiteradamente ha realizado reportes por el mal estado en que se tiene a un perro en el barrio del Tepehua en la cabecera municipal, sin embargo, las autoridades lo han ignorado, ya que el animal es propiedad de la hermana de una de las inspectoras de Ecología.
De acuerdo a “José”, el perro está atado en un patio a la intemperie y aunque tiene corpulencia regular (a su juicio) se encuentra en mal estado, además de que la propietaria (familiar de una inspectora de Ecología) se opone a que se le lleve comida, ya que según el denunciante, no quiere limpiar las heces del perro, además de que le ha negado que su caso califique como maltrato animal.
Los reportes se han hecho tanto en la dirección de Ecología como en la jefatura de Protección Animal –que se encargan de atender estos casos-, pero de acuerdo a “José” éstos han sido ignorados reiteradamente debido a conflictos de interés y tráfico de influencias.
“Es un caso de tráfico de influencias por parte de los funcionarios del departamento al no actuar y sancionar las conductas que van en contra de su propio reglamento”, sentenció el entrevistado.
Ana Luisa Maldonado, titular de la jefatura de Protección Animal y colaboradora para la creación del Reglamento de Protección y Trato Digno para los Animales en el Municipio de Chapala, confirmó el caso, y lamenta que dentro del departamento de Ecología laboren personas que tengan casos de maltrato animal y por tráfico de influencias no se les sancione. Lo calificó como “un caso de lo más difícil».
“El director de Ecología, le dijo a esta chica que trabaja con nosotros, que le comentase a su hermana, que como solución, él apoyaría con una maya para hacerle una jaula, pero que ella tendría que comprar los postes, para que se pudiera soltar al perrito, pero no ha aceptado y ahora culpa a Ecología que si no suelta al canino es por su culpa”, argumentó Ana Luisa Maldonado, quien también confirmó que el perro no está en las mejores condiciones de salud, y a su pensar, ni con su cartilla de vacunación completa.
La entrevistada criticó que se esté abusando del cargo y le parece una vergüenza que personal que labora en Ecología Chapala tenga ese tipo de pensamiento, ya que parte de su labor es tratar y combatir el maltrato animal.
“Que tristeza que dentro del equipo haya gente con ese criterio pese a todo el trabajo que hemos logrado. No podemos hacer mucho más que notificarles, ya que al ser propiedad privada no podemos brincarnos a sacar al perrito, y la dueña no ha querido cooperar, así que solo estamos esperando que recapacite”, expresó la entrevistada.
Para finalizar, aprovechó el espacio para pedir una disculpa pública, ya que pese que han hecho todo para atender las denuncias, algunas no se han resuelto, sin embargo, aseguró que seguirán trabajando para hacer valer el reglamento de protección animal establecido.
Ana Luisa, pidió a la población de Chapala tener una reeducación sobre el cuidado y las responsabilidades de tener una mascota y recordó que el refugio no es perrera, sino un lugar donde tienen como prioridad la atención a perros maltratados.

Sofía Medeles (Ajijic, Jal.)- En este próximo regreso a clases, los alumnos de tres primarias de Ajijic estrenarán nuevo mobiliario; se trata de la escuela Marcos Castellanos, Saúl Rodiles Piña e Irene Robledo.
Con esta entrega, la Secretaría de Educación Jalisco (SEJ) benefició a un total de 11 escuelas primarias en el municipio de Chapala. El costo aproximado por el mobiliario fue de cuatro millones 500 mil pesos, según informó Comunicación Social del Ayuntamiento de Chapala.
Por su parte el delegado de la población, Juan Ramón Flores, manifestó que fueron aproximadamente 60 juegos de mesas y sillas para cada una de las tres primarias en Ajijic. El entrevistado espera que el mobiliario escolar dure por muchas generaciones.
El documento también hace referencia a la obligación de mantener la información vigente.
Redacción.- El Instituto de Transparencia e información Pública y Protección de Datos Personales (ITEI) emitió Recomendaciones Generales en materia de Transparencia y Acceso a la Información Pública con motivo de la próxima entrega recepción a realizarse por el Poder Ejecutivo, el Poder Legislativo, y las Administraciones Municipales del Estado de Jalisco.
Luego del proceso electoral, dichas recomendaciones fueron emitidas durante la 23 sesión del pleno del organismo que se realizó el miércoles siete de julio y se concentran en 11 puntos.
Las recomendaciones destacan que «las administraciones municipales, independientemente de que se encuentren en el supuesto de reelección, deberán efectuar el procedimiento de entrega-recepción ante el órgano interno de control, a efecto de dar certeza jurídica del término del ejercicio constitucional».
El documento también hace referencia a la obligación de mantener la información vigente, que no es justificación de atraso en la publicación de la misma o en garantizar la protección de datos personales, los propios procesos de entrega recepción en ninguno de los casos.
Para ello, el ITEI agregó que se estarán llevando a cabo capacitaciones con el fin de garantizar el derecho de todos los ciudadanos de acceso a la información sin excepción.

Sofía Medeles (Ajijic, Jal.) – For at least two months a citizen has informed the Department of Ecology’ Animal protection staff that one of its employee’s relatives is abusing her dog, but the complaints have been ignored. He has denounced the Department for influence peddling. The Department has confirmed the case.
«José», who prefers to remain anonymous because of possible reprisals, has repeatedly reported the poor condition of a dog in the Tepehua neighborhood in the municipal capital, but the authorities have ignored him, he claims, because the animal is owned by the sister of one of the Ecology inspectors.
According to «José», the dog is tied up in a yard outdoors and (in his opinion) it is in bad condition, and the owner refuses to feed it, he said, because she does not want to clean the dog’s feces. He said that she denies this qualifies as animal mistreatment.
Reports have been made to both the Directorate of Ecology and the Animal Protection Department -which are in charge of dealing with these cases-, but according to «José», they have been repeatedly ignored due to the conflict of interest and influence peddling.
«It is a case of influence peddling on the part of the department’s officials by not acting and sanctioning behaviors that go against their own regulations,» «José» told Laguna.
Ana Luisa Maldonado, head of the Animal Protection Department and collaborator in the creation of the Regulation for the Protection and Dignified Treatment of Animals in the Municipality of Chapala, confirmed the case, and regrets that within the Department of Ecology there are people working on cases of animal abuse who ignore complaints because of influence peddling. «The Director of Ecology told this girl who works for us to tell her sister that as a solution, he would support her with a cage, but that she would have to buy the posts, so that the dog could be released, but she has not accepted, and now she blames Ecology that if she does not release the dog it is not her fault», argued Ana Luisa Maldonado, who also confirmed that the dog is not in the best health, and does not have a complete vaccination card.
Maldonado agreed that the staff member is abusing her position and that it is a shame that personnel working in Ecología Chapala have this type of thinking, since part of their job is to treat and combat animal abuse.
«How sad that, within the team, there are people with such criteria despite all the work we have achieved. We cannot do much more than notify them, since it is private property and we cannot jump in to remove the dog, and the owner has not wanted to cooperate, so we are just waiting for her to come to her senses», she said.
Finally, she took the opportunity to ask the public to accept her apology, because although the Department has done everything to address the complaints, some have not been resolved, however, she said that they will continue working to enforce the established animal protection regulations.
Ana Luisa asked the people of Chapala to learn about the care and responsibilities of having a pet and reminded them that the shelter is not a kennel, but a place where they rescue abused dogs.
