Redaction.- The president of Chapala, Alejandro de Jesús Aguirre Curiel, was appointed vice-president of liaison with the Judicial Power of the National Association of Municipalities and Mayors, A.C. (ANAC), in Mexico City on March 11 of this year.

With this, «benefits will also be generated for our municipality of Chapala, because the commitment of PAN governments is with families; in addressing the needs and problems, thinking about a better course for Jalisco and Mexico,» he posted on his Facebook account.

Redaction. – There is no strategy for the prevention of the crime of forced disappearance of persons in the municipality of Jocotepec.

As of January 18, 2022, according to the transparency request with official letter number SI/007/2022 of file 140285622000011, there was no strategy in terms of prevention of forced disappearance of persons.

Information was requested on the implementation or design of programs to combat the causes that generate conditions of risk and vulnerability to such crimes; however, the response was negative.

Said document stipulates that, with respect to the actions established for the prevention of the crimes of disappearance of persons, no preventive measures have been carried out, implemented or designed.

The suspension of activities by the state authorities due to the Covid-19 pandemic did not allow activities to be carried out for this purpose.

However, it was claimed  that, for the same reason, surveillance tours were reinforced by security forces as a preventive measure, in red spots, not specified, where disappearances could occur.

The State Commission of Human Rights of Jalisco (CEDHJ) issued the recommendation with folio number 6431/2020-IV, where it indicated that there has been non-compliance of public policies for the prevention of crimes of forced disappearance of persons committed by individuals, as well as for sufficient guarantees for the search and location of these persons, and for the attention and assistance of their relatives, since 2020 without anything changing.

This is despite an alarming situation of violence that has afflicted the lakeside municipality in recent weeks, since an armed conflict on March 10, when two policemen lost their lives and two firefighters were wounded.

Redacción (Chapala).- Pese al cierre de las principales vialidades en la cabecera municipal de Chapala, por parte de comerciantes que se han negado a cooperar con el plan de nueva imagen urbana en el malecón propuesto por las autoridades, el Ayuntamiento hará valer la reglamentación establecida para la mejora de la imagen urbana del municipio. 

Y es que, después de la manifestación, el personal de Reglamentos Chapala regresó al malecón a colocar las sombrillas verdes. La resolución de este conflicto, según el director de Reglamentos, es que las sombrillas serán colocadas antes de retirar las lonas para no molestar a los turistas.

En un comunicado de prensa, el ayuntamiento manifestó que  “no será impositor ni opresor, respetará los derechos adquiridos legalmente por parte de los comerciantes pero también será garante de las leyes, reglamento municipal y derecho de libre tránsito de las personas”. 

Las lonas que fueron retiradas y que según autoridades dan mala imagen a la zona de comedores del malecón fueron colocadas nuevamente por los comerciantes inconformes que se niegan al uso de sombrillas, ya que dicen son de mala calidad y no cuentan con recursos para pagarlas. Horas más tarde la autoridad se impuso e hizo el retiro de las lonas. 

El retiro de las lonas fue lo que provocó que decenas de comerciantes cerrarán varias vialidades de la cabecera municipal de Chapala, la tarde de este 14 de abril, argumentando que se las autoridades les quieren  imponer el uso de sombrillas y además cobrarselas a 2 mil 800 pesos.

Sin embargo, el Ayuntamiento desmintió dicha versión, informando que la compra de las sombrillas las pueden realizar los comerciantes donde mejor les parezca, no obstante, el gobierno municipal está ofreciendo sombrillas a 2 mil 800 pesos, ya que será obligatorio el uso de éstas en la zona restaurantera del malećon con el fin de evitar las lonas de plástico. El último acuerdo es presentarselas, informó Comunicación Social. .

Las autoridades también aclararon que no todos los comerciantes de la zona de comida del malecón están inconformes, pues ocho de 16 que venden en la zona sí acataron la medida de mejorar la imagen urbana.

Gobierno de Chapala trabaja por mejora de imagen urbana en malecón en diálogo constante con comerciantes

El Gobierno Municipal de Chapala informa en relación a los bloqueos viales registrados el día de hoy por comerciantes del malecón lo siguiente:

El Gobierno Municipal como parte de un ordenamiento del área del malecón y mejora de la imagen urbana del área y espacio público que naturalmente es el Malecón ha venido trabajando por etapas un proceso de cambios para beneficio de todas y todos, con el objetivo de tener espacios limpios, dignos, salubres y de calidad para habitantes y visitantes de Chapala.

◦ Hoy como parte de un operativo de vigilancia y regularización por parte de la Dirección de Reglamentos del Municipio, se realizó una visita a los comerciantes del malecón con el fin de revisar el cumplimiento de la reglamentación de la nueva imagen urbana previamente notificada.

◦ Durante el recorrido y se pudo constatar que algunos establecimientos incumpliendo, al tener colocadas lonas y toldos. Por lo que se les pidió retirarlas y se le recordó que el único mobiliario permitido para los comercios con previo permiso de venta de alimentos; dentro del proyecto de mejora de imagen urbana, son sombrillas de color verde con base de cemento.

◦ Dicho oficio fue entregado por parte de la Dirección de Reglamentos bajo el siguiente texto:

Por este medio el cual aprovechamos para saludarlos, nos permitimos notificarles que con el propósito de dar un mejor servicio y mejor imagen al turista y a los visitantes de Chapala especialmente al área del malecón, a partir del día 13 abril del año en curso, queda prohibido el uso de lonas, mantas o toldos en las áreas de venta de comida y bebidas.

Únicamente se podrá utilizar las sombrillas autorizadas en las áreas mencionadas.

◦ Las sombrillas autorizadas deben contar con la siguientes especificaciones:

– Ser de color verde.

– Tener base de concreto.

◦ Es muy importante puntualizar que el Gobierno Municipal ofreció a los comerciantes un contrato de donación oneroso por el 50% del costo de sombrillas que cumplen con las especificaciones anteriores, por la cantidad de 2,800.00 (dos mil ochocientos pesos) a crédito y que serán destinados para beneficiar tareas y actividades del DIF Municipal.

◦ El Gobierno Municipal de ninguna manera vende o impone la compra de las sombrillas a los comerciantes, solo se informa que se hará valer la reglamentación establecida para la mejora de la imagen urbana del municipio y que los habitantes y visitantes tengan espacios dignos, limpios y de calidad, para disfrutar del atractivo turístico que representa Chapala y su lago.

◦ Cabe destacar que el proyecto de cambio de imagen urbana se ha socializado y dialogado desde hace 8 semanas atrás; el Gobierno Municipal no será impositor ni opresor, respetará los derechos adquiridos legalmente por parte de los comerciantes pero también será garante de las leyes,reglamento municipal y derecho de libre tránsito de las personas.

Redacción.- El secretario de Salud de Jalisco de la administración pasada, Antonio Cruces Mada, fue vinculado a proceso y sometido a prisión preventiva por seis meses.

Mediante sus redes sociales, el actual gobernador de Jalisco, Enrique Alfaro Ramírez, anunció el miércoles 13 de abril los avances en el caso «después de haber burlado la ley con amparos concedidos al margen de la ley, hoy finalmente se le dictó prisión preventiva, vinculado por un juez, y tendrá que enfrentar su proceso tras las rejas».

“El compromiso era claro: el desfalco que se hizo en el sector salud del gobierno anterior no sería una historia más de impunidad. Hace unos momentos Antonio Cruces Mada, el exsecretario de Salud de Jalisco, ha sido enviado a la cárcel a pagar por sus fechorías”, informó. 

El Juez Octavo de Control y Oralidad, Javier García Muñoz, vinculó a proceso al ex funcionario de la administración de Jorge Aristóteles Sandoval, y le dictó prisión preventiva por seis meses por el delito de ejercicio indebido y abandono del servicio público, y por el de usurpación de funciones.

Cruces Mada, quien había librado la cárcel con más de 100 amparos, se le responsabiliza de un detrimento al erario superior a 600 millones de pesos.

El juez fijó un periodo de dos meses para concluir con la investigación inicial contra el ex secretario de Salud de Jalisco.

Héctor Ruiz Mejía (Jocotepec).- Although an influx of about 18 thousand people is expected during Holy Week and Easter in Jocotepec, medical authorities did not predict an increase in Covid-19 infections. 

«The truth is that we do not see much danger for this holiday period, since the virus is not currently circulating. We anticipate a scenario similar to January, when the virus was active and yet parties were held,» informed a doctor from the Community Hospital of Jocotepec, who preferred to withhold his name. 

As an example, during the month of March, the Hospital did not register a single positive case or hospitalization due to coronavirus. 

However, the doctor indicated that in spite of the favorable downturn in the number of contagions in the municipality, the bigger picture of the effectiveness of the vaccination campaign in the last few weeks has been worrisome.

Participation recently has been almost «nil» within the community. Earlier in the campaign, approximately three- to four thousand doses were administered over a three-day period, whereas now only 500 doses were administered over two weeks.

For this reason, the doctor urged residents not to lower their guard and to complete the recommended schedule of vaccines. As of to date, the last day vaccinations will be available is Friday, April 8, and the Ministry of Health of Jalisco (SSJ) has not indicated when the campaign might continue.

As a result of the decrease in positive cases at the state level, the Jalisco Board of Health updated the public sanitary measures for Covid-19 on March 17, 2022:  public establishments can return to one hundred percent capacity, and no prohibitions were issued for the holiday period.

Jazmín Stengel(Chapala).- Chapala’s Operativo Municipal Alegres Vacaciones (City Operation for Happy Holidays) helps keep tourists safe. This year they will also ensure that merchants treat visitors well, said authorities during the presentation of the operation for Holy Week and Easter, April 9 to 24. 

Coordinator of Economic Development José Luis Chávez Rivas will coordinate with officials from the Markets and Regulations departments to avoid harassment of tourists and unreasonable cost increases.

An official notice sent to the merchants of the Chapala boardwalk prohibiting bargaining says, “All suppliers must respect the prices, rates, guarantees, quantities, qualities, measures, interests, charges, terms, deadlines, dates, modalities, reservations and other conditions according to which the delivery of the good or provision of service was offered, obliged or agreed with the consumer, and under no circumstances will these goods or services be negotiated to any person. Therefore, they must clearly post their prices of the service they offer to tourists.”

Public Safety, Civil Protection, Firefighters, and Mobility departments will operate on a regular basis. The State Emergency institutions, Harbormaster, Civil Protection of Jalisco, Red Cross, State Police and Roads, will support them.

There will be 99 Public Safety officers, who in turn have 22 vehicles supervising the busiest areas of the municipality 24 hours a day. The boardwalks of Ajijic and the municipal capital will also be guarded. In Chapala, an information module will be installed near the offices of the Municipal Sports Commission on Francisco I. Madero Avenue.

Municipal Mobility will add more people during the season to control the main entrances and exits of the municipality and the borders with Ixtlahuacán de los Membrillos, Jocotepec and Poncitlán.

The Director of Mobility, Moisés Ochoa Urquieta, wants to make Paseo Ramón Corona in Chapala a one-way street during Saints Week. That would force drivers onto González Gallo and Pepe Guízar Avenues, reducing crowds in downtown Chapala.

With six operational units, including two ambulances, Chapala’s Civil Protection and Fire Department will keep a close eye on the most accident-prone road points in the municipality. They will also monitor tourist-favored locations such as parks, boardwalks and forests.

In addition to working with all its staff and volunteers 24 hours a day, the Chapala Port Captaincy joined the supervision of the lakeshore, making available a state vessel. About 70 percent of Civil Protection and Fire Department personnel are emergency medical and rescue technicians.

Finally, Municipal President Alejandro Aguirre says he expects many tourists to generate even more problems with vital public services such as public sanitation, drinking water and garbage collection. Municipal Public Services Coordinator José Antonio Urzua Gracián will ensure that tourists visiting Chapala can take home the best memories of the “Little Corner of Love” as the city slogan goes.

President Aguirre Curiel says he expects two million tourists to visit the  Chapala municipality during Holy Week and Easter. That’s why he launched the operation “Alegres Vacaciones en Chapala,” or Happy Holidays in Chapala. 

During Holy Week in 2019,  the last pre-pandemic year, the Jalisco Secretariat of Tourism Jalisco registered more than 1.3 million visitors on the entire shore of Lake Chapala.

Sofía Medeles(Ajijic).-  A dispensary instituted by the Ajijic delegation has been providing people in need with their necessary medicines, according to Maximiano Macías Arceo, who is in charge of the office.

Macías Arceo explained that it is mainly Health Center patients and the elderly who come for medicines that include analgesics, anti-inflammatories, vitamins, some diabetes medicines, and supplies such as insulin syringes. Macías Arceo said that he collaborates with Health Center staff, who send their patients for medicine if their pharmacy is unable to provide them. 

The delegation’s program is operating in cooperation with the NGO Social Networks Project and the Alégrate Foundation to provide controlled medicines for diabetic patients. In addition, a donated wheelchair and crutches can be loaned to anyone who needs them.

The dispensary is still receiving donations of non-expired and non-controlled medicines, which can be dropped off at the delegation across from the Ajijic plaza from 9 am to 3 pm. A medical prescription is required to acquire needed medicines.

Redacción.- A mediados del mes de mayo del presente año, el Gobierno de Jalisco presentará un corte de caja de las acciones realizadas los primeros tres años de esta administración sobre la estrategia de recuperación integral del Río Santiago, adelantó el Gobernador Enrique Alfaro.

El balance que hará el Ejecutivo, dijo el Gobernador de Jalisco, incluye también los trabajos que se hacen para atender los problemas de salud relacionados con la contaminación en poblaciones aledañas a los ríos Zula y Santiago, lo que falta por hacer y las obras urgentes que se requieren en este tema, las cuales costarán alrededor de cuatro mil mdp.

“Se hará una evaluación integral de todo el plan para el saneamiento del Río Santiago con la presencia del equipo que está trabajando en el frente de derechos humanos para atender la recomendación que hizo la Comisión Interamericana de Derechos Humanos sobre este tema, está el área de medio ambiente, de protección, la Proepa, la Secretaría de Gestión Integral del Agua, Gestión del Territorio, están las áreas que están trabajando en los temas sociales que es una de las apuestas importantes para este año en las comunidades más afectadas por la contaminación del Río Zula y Río Santiago, estamos trabajando con los temas de salud y haciendo una valoración integral de cómo vamos a tres años de haber arrancado una estrategia muy compleja en la que hemos invertido miles de millones de pesos, en los que hay avances importantes en los frentes que nos  pusimos como prioridad de atención pero también desafíos enormes”, dijo Alfaro.

Agregó que, como parte del ejercicio de rendición de cuentas a desarrollarse entre la segunda o tercera semana de mayo, también se contempla hacer un Plan de Desarrollo de largo alcance donde pueda darse una participación ciudadana efectiva.

“Hay desafíos enormes, particularmente en términos presupuestales, estamos hablando de la necesidad de financiar obras de urgencia por alrededor de cuatro mil mdp; también estamos trabajando en un ejercicio de planeación y de prospectiva para poder a mediados de mayo hacer un balance de cómo vamos, de cómo está la calidad del agua, como estamos midiendo los resultados de las intervenciones que hacemos y plantear un Plan de Desarrollo de largo alcance que pueda tener una participación ciudadana efectiva, que pueda ser objeto de un ejercicio de diálogo y de discusión pública que vamos a desarrollar en los próximos meses”, destacó el Gobernador.

Finalmente, el titular del Poder Ejecutivo se dijo satisfecho del esfuerzo que ha hecho el Gobierno de Jalisco en el primer trienio, pero consciente del enorme esfuerzo que se requiere para concluir los proyectos y acciones establecidos en este gobierno.

Armando Esquivel(San Antonio Tlayacapan).-  José de Jesús Arambul Solorio, a former PAN candidate for Congress,  has been accused of corruption by local citizens for trying to subdivide land in a federal zone on the beaches of Lake Chapala, next to the San Antonio Tlayacapan boardwalk.

Claiming that Arambul Solorio used faked deeds and a corrupt notary, the citizens went to  take back  the public space on the afternoon of April 1.  Arambul Solorio was also present accompanied by his subordinates. 

About 50 people gathered on the San Antonio Tlayacapan boardwalk; men, women, children, young and old came to defend what they consider to be public spaces and began removing the  metal fence poles. Jesús Arambul’s subordinates wanted to confront the demonstrators, but were  told to  «leave them alone» and just record the action.

As the activists shouted «raiders» and «invaders» and the crowd of citizens, many of them very  angry, joined in to recover the spaces they consider public, the former candidate for local deputy for the National Action Party (PAN) chose to hide inside a trailer on in the property the group claimed he had illegally invaded. 

One of the people accompanying the politician claimed that they were acting legally because they had a deed to the land.  They said it was not fair for the neighbors to label them as outsiders parachuting “into the community to take public land. 

One of Jesús Arambul’s subordinates offered a copy of a deed  and  tried  to argue that it proved the claim to the land was legal.  He asked  “Who is the leader?”  so he could dialogue with someone in charge, but the crowd answered that no one was a leader and that they all acted equally.  

The photocopies of the deed presented show  that Alvaro Guzmán Merino, notary public 126 of Guadalajara, issued the document, endorsing the purchase and sale of almost 5,104 square meters in front of the lake, with Gerardo Ponce Gómez as the seller and Jesús Arambul as the buyer.  Those present said they never heard of  Ponce Gómez 

The title deed shown has an issue date of February 2021, but the Official Gazette of the State of Jalisco, July 24, 2020 ,  states that the notary in question could not practice because he was suspended. Additionally,  Jesús Arambul’s subordinates  did not present previous deeds;  instead they argued that the property was owned by the seller since 1994 and that he had a concession from the National Water Commission (CONAGUA). No evidence of a concession was presented.

Jesús Arambul intends  to subdivide the property for a luxury housing development and is already putting 11 lots up for sale, asking 6,500 pesos per square meter,  legal deeds, supposedly with all the services, at the foot of the lake and with a fenced preserve.  

CONAGUA representatives were not in evidence at the demonstration, following their failure to   defend the shores of Lake Chapala which they are legally obliged to protect. The municipal  government say sthat they have not neglected the issue and have reported invasions to the federal agency.

«They have told us that it is not a municipal issue, however, you are aware that we have entered (the disputed land), we have recovered spaces and we will continue working on the recovery of public spaces. I believe that the participation of the inhabitants is very important», Chapala President Alejandro de Jesús Aguirre Curiel said during an interview with the media,  adding that the demonstrators should take care in their actions.

Two municipal police patrols were  present on the day of the demonstration, but decided to withdraw before the protest started. 

José de Jesús Arambul Solorio ran for local deputy for the XI district in Zapopan, using his political party, Acción Nacional, and lost the race. Arambul also served as coordinator within the Secretariat of Mobility of Jalisco, where he was disciplined for failing to file his asset declaration after leaving office. A politician with a law degree,  he owns  «Grupo AS Bienes Raíces», which is running ads on the internet offering large lots of land for sale in Chapala. 

The  fence built on this property was torn down and closure seals had been placed on the property  by the authorities, but work has continued.  Arambul Solorio  promised not to make any moves until the situation is legally resolved, but the neighbors of San Antonio Tlayacapan, who were also accompanied by a group of people from Ajijic, said they do not believe him and  fear that political influence could  result in luxury houses on the shoreline and the exclusion of citizens to spaces they consider to belong to all.

Redacción.- Bajo las consignas de “Ya es hora Jalisco”, “Nada que Curar” y “Jalisco de Iguales”, el Congreso del Estado reconoció el matrimonio entre personas del mismo sexo, la identidad de género y sancionar las terapias de conversión. 

En una maratónica sesión del Pleno que se extendió hasta la madrugada del 7 de abril, los diputados locales legislaron en favor de la lucha por el reconocimiento de los derechos de la comunidad LGTBTTIQ+. 

Con 26 votos a favor, ocho en contra y tres abstenciones, se aprobó la modificación al Código Civil de Jalisco para que el matrimonio sea igualitario, es decir, entre personas independientemente de su identidad de género y no entre un hombre y una mujer como se tenía establecido. 

Otra de las iniciativas votadas, fue la prohibición de los Esfuerzos para Corregir la Orientación Sexual y la Identidad de Género (ECOSIG) también conocidas como terapias de conversión. 

Esta modificación fue aprobada con 32 votos a favor, cinco en contra y cero abstenciones, en la que se reformará el Código Penal de Jalisco para que quienes promuevan, apliquen o financien terapias de conversión sean multadas desde 50 a 300 veces del valor diario de la unidad de medida y actualización (actualmente de cuatro mil 811 a 28 mil 866 pesos), o con 30 a 100 jornadas de trabajo a favor de la comunidad.

La tercera reforma aprobada por los legisladores fue la iniciativa para reconocer la prerrogativa que tienen las personas transexuales a la identidad de género, misma que recibió 26 votos a favor, diez en contra y cero abstenciones. 

Las tres iniciativas fueron sometidas a aprobación durante la 38 sesión extraordinaria del Congreso local que comenzó alrededor de las 23:00 horas y concluyó al filo de las 02:00 horas de la madrugada, bajo el método de votación por cédula, es decir, con voto secreto mediante papeletas. 

A las afueras del recinto, colectivos de la diversidad sexual celebraron la aprobación de las reformas legislativas como un hecho histórico para el reconocimiento de los derechos humanos y la promoción de un “Jalisco de Iguales”.
