Jazmín Stengel (Chapala).- During the Holy Week and Easter holiday period from April 9 to 24, there was one death, two arrests, three injuries, 20 road accidents, 87 infractions and two closed bars. This balance was presented by the municipality based on the Security Operation Joyful Holidays in Chapala.

A 42-year-old man from El Salto lost his life after he overturned his ATV on the road from San Nicolás de Ibarra to Atotonilquillo on the evening of April 16. No details are known about the accident since it was reported to the Fire Department and Civil Protection by citizens who were passing by.

The first arrest was the result of a serious accident between a car and a motorcycle, in which the motorcyclist was seriously injured and was treated by the Chapala Red Cross and later transferred to a hospital. The driver of the car was arrested.

The second person arrested was due to traffic officers who were looking for the driver of a vehicle that was blocking the road and who tried to flee in a car while inebriated, stated the director of Mobility Chapala, Moisés Ochoa Urquieta.

In another incident, two people were injured in an accident between cars in which both drivers were injured and taken to hospitals for medical attention. The Public Prosecutor’s Office did not arrest either of them, specified Ochoa Urquieta.

In total, 20 road accidents were reported during the holiday period by the Chapala traffic department, however, most were only material losses. 

The department’s report also includes 87 infractions issued from April 9 to 24; 15 complaints from the community, and two vehicles stopped for blocking parking lots or interrupting the flow of traffic. This is in addition to road assistance that was required for three hours due to demonstrations on April 14.

The Regulations Department also reported the closure of two stalls on the Chapala boardwalk due to a dispute over space between the two owners, 25 warnings, 15 summonses and 20 visit orders were issued to supervise different commercial activities.

During the operation, the departments of Mobility, Public Safety, Fire and Civil Protection, Regulations and Tourism were involved. In addition to the heads of each department, 60 police officers, 17 traffic officers, 19 inspectors and 42 firefighters participated throughout the municipality of Chapala.

Jazmín Stengel (Chapala).- Go Health Mx Foundation installed a specialized dialysis clinic for people suffering from Chronic Renal Insufficiency, or CKD, in the municipality of Chapala. Hemodialysis patients must often have the treatments for life so the new facility ends the need for weekly drives to Guadalajara for treatment.The facility opened Monday, May 2 at 303 Hidalgo Avenue with the capacity to perform 2,800 treatments per year. This could save money and time for kidney patients in the Chapala area, which is one of the places in the world with the highest incidence of kidney disease. Industrial pollution in rivers and creeks in the greater Chapala and Santiago aquifers has been cited as a possible cause, as well as the agrochemicals and pesticides used on local farms, according to 2017  research by  University of Guadalajara and  the National Institute of Public Health.

Although world statistics show that one in 10 people suffer from kidney failure, on the shores of Lake Chapala the average rises to three out of every 10 inhabitants. The most affected communities are near the Santiago River basin, such as Mezcala, San Pedro Itzicán, San Juan Tecomatlán, Agua Caliente, and others. The local location will save time and travel expenses so patients no longer have to go to Guadalajara. Another  advantage is the lower cost, 1,250 pesos per treatment, with expenses to be paid by the civil association, the Government of Chapala and the patient in equal parts of the total,  equalling 416 pesos each.

Chapala municipal president Alejandro de Jesús Aguirre Curie, promised this to citizens of the municipality. However, although the unit has been inaugurated, the collaboration agreement contract with the Go Health Mx foundation is not yet ready. Those interested from other municipalities will go through a socioeconomic examination to evaluate the percentage of help that the foundation can offer.

Registration takes place at the hospital’s reception desk, which is open from 8 am to 5 pm on Mondays, Wednesdays and Fridays. It is expected that the hospital will soon keep its doors open all week. Days of service will increase according to demand.

Annual dialysis costs can reach up to 260,000 pesos (about US$13,000) per person, taking into account 1.2 treatments of three hours per week, according to 2019 data from the Mexican Institute of Social Security. It is best to have a kidney transplant in the first two years after initial diagnosis, before it becomes chronic. However, there are not enough kidneys available in Mexican organ donation banks.

Today in the municipality of Chapala there are 1,026 officially registered cases of kidney failure, and there are probably more. The clinic’s staff intends to rely on the municipal medical services to help identify those patients who have not yet been officially diagnosed. Aguirre Curiel  promised to implement a laboratory where patients can perform their monthly tests at low cost. He also promised to start a series of agreements with private hospitals in the area so low-income patients can also be treated.

In Jalisco, “the numbers are stark,” said Ángela María Soto Cruz, a nephrology specialist at the new clinic. In 2019 the state was listed as having the most cases of kidney failure registered internationally, surpassing some countries, with almost 7,000 cases as of the last census, more than 10 percent of the entire country.

This worried nephrology specialists, since many of these cases were detected in children, young people and adolescents who at a young age are already dependent on dialysis machines. According to studies by the University of Guadalajara in 2019, 51.4 percent of the cases in the state ended in death.

Dialysis and hemodialysis treatments consist of connecting the patient intravenously to a machine that acts as an artificial kidney. The machine cleans the blood from the kidneys by mixing it with completely purified water. The facilities in Chapala also have the proper chemical and carbon filters, as well as an ultraviolet light to eliminate all the microparticles that can harm the patient.

Jazmín Stengel.- La línea de camiones de servicio público Chapala Plus aumentó sus costos en el municipio de manera inesperada y sin previo aviso para los usuarios, lo que causó inconformidades entre la población; en las poblaciones vecinas, las tarifas continúan regulares.

Diez pesos por pasaje, es el monto que a partir del 9 de mayo comenzaron a cobrar los choferes de las rutas directas o “camiones grandes”,como son identificados por la población, dentro de los límites del municipio. Sin dar previo aviso al público sobre la alza de los precios.

Los camiones “chiquitos”, hasta el cierre de esta edición, solo aumentaron un peso a su tarifa regular, afirmaron los conductores. Sin embargo, en la caseta de su estacionamiento el encargado de la misma dijo aún no haber recibido órdenes al respecto.

Este aumento repentino causó molestias entre los usuarios, ya que muchos utilizan el transporte para viajes cortos. Es decir, las personas que antes pagaban sólo siete u ocho pesos, ahora deben pagar diez pesos en el camión grande.

A pesar de que según los encargados de la taquilla, en la Central de Chapala sólo se habría aumentado un peso al pasaje mínimo. Es decir, de nueve a diez pesos para los usuarios que se transportan entre la cabecera municipal y las poblaciones de Santa Cruz de la Soledad, San Nicolás de Ibarra y Ajijic.

La inconformidad de la gente aumentó por el hecho de que la misma tarifa se empezó a aplicar en viajes entre San Antonio y Ajijic, o la cabecera municipal y la agencia Riberas del Pilar, que está a tres kilómetros de distancia, aproximadamente.

La inesperada situación afectó a muchos usuarios económicamente, debido a que a personas que contaban con el dinero justo para llegar a su escuela o trabajo les fue negado el servicio por parte de los conductores, por no completar el pasaje.

Fue el caso de Daniel, padre de familia que antes necesitaba 24 pesos para llevar a sus dos hijos a la escuela de San Antonio Tlayacapan a Ajijic. Con los nuevos precios el gasto aumentó a 30 pesos, seis más que antes. Hoy, esta familia debe calcular como mínimo 60 pesos de transporte al día.

Los jóvenes también se vieron afectados, ya que necesitan realizar dos o más viajes por día. Como lo expresó Lulú, una madre soltera que se traslada de Chapala a Ajijic y de Ajijic a Walmart, con un costo total de 40 pesos al día. Mientras que antes solo gastaba 32 pesos en pasajes. “Por suerte traía el dinero, pero me tocó ver cómo a muchos los dejaron”, compartió la joven.

Las quejas de los diferentes usuarios calificaron este aumento como “injusto” ya que, la mayoría de los vehículos se encuentran en malas condiciones, según juzgaron. Además, los conductores no respetan horarios, “pasan en horas inadecuadas y manejan bien culero”, expresó Luis, un jóven que utiliza el servicio todos los días para llegar a su trabajo.

Otras críticas fueron, la falta de tacto para tratar a los usuarios por parte de los trabajadores de la empresa, quienes suelen atender de manera grosera a los pasajeros. Y, el hecho de que el aumento de precios solo se dió dentro del municipio de Chapala.

Los viajes a los municipios de Jocotepec, Poncitlán y Guadalajara, incluyendo las diferentes tarifas de sus delegaciones, continúan sin cambios. Semanario Laguna intentó por varios medios obtener información al respecto, sin más respuestas por parte de la empresa que justifique el incremento de las tarifas de transporte.

Jazmín Stengel.- Las peticiones fueron escuchadas. Juan Antonio Vázquez Ayala fue nombrado como nuevo administrador del Sistema Municipal de Agua Potable y Alcantarillado (SIMAPA) en la delegación de San Nicolás de Ibarra, Chapala, tras la insistencia de los habitantes.

Durante la reunión llevada a cabo el 25 de abril con el presidente municipal Alejandro de Jesús Aguirre Curiel y un comité de funcionarios, los habitantes de la población pidieron la sustitución de Santiago García como administrador de SIMAPA y del vocal Ricardo Razo, debido a un supuesto mal manejo del agua y sus pozos, así como la toma de decisiones sin consultar al pueblo.

A pesar de que el oficio petitorio emitido durante la reunión por los pobladores especificaba el deseo de incluir a Luis Morales Contreras e Irma Reyes Delgado como parte del consejo municipal del SIMAPA, los nombramientos fueron diferentes.

Juan Antonio quedó como el nuevo administrador del agua en San Nicolás de Ibarra y estará a cargo de la documentación, organización, trámites, quejas y recomendaciones que la población tenga ante el SIMAPA. Es decir, fungirá como un intermediario entre la demanda de la delegación y las oficinas centrales del municipio.

El nombramiento del nuevo vocal, quien representará a la población en el Consejo del SIMAPA, aún no ha sido asignado a alguien en específico; sin embargo, el comité vecinal decidirá al nuevo encargado mediante una reunión general con el pueblo, informó Vazquez Ayala, quien aprovechó la ocasión para agradecer al alcalde por su participación inmediata y al pueblo, por darle la confianza.

Redacción.- Se recrudecerá el estiaje. El Monitor de Sequía de la Comisión Nacional del Agua (Conagua), reportó que Chapala y Jocotepec se encuentran entre los 57 municipios de Jalisco que presentan un nivel de sequía “severa”.

De acuerdo con la actualización del órgano, en 113 de los 125 municipios de Jalisco hay condiciones de sequía entre “moderada” y “severa”, por lo que la afectación por el estiaje será prácticamente generalizada en la entidad.

Junto a las dos poblaciones ribereñas mencionadas, todos los municipios que integran la Zona Metropolitana de Guadalajara (ZMG), así como Colotlán, Mezquitic, Ameca, Tala, Lagos de Moreno y Tepatitlán, son los más afectados por la situación.

La Conagua detalló que en el pasado temporal de lluvias se registró falta de precipitación en la zona de la Sierra Madre Occidental, así como temperaturas más cálidas que el promedio en la Región Centro Occidente del país, lo que contribuyó a que se incrementara la sequía en Jalisco.

En contraste, son 12 las localidades clasificadas como “anormalmente secas” o sin problemas: Puerto Vallarta, Cabo Corrientes, Cihuatlán, Ayotlán, Cuautitlán de García Barragán, Degollado, Jesús María, Tolimán, Tonila, Tuxcacuesco, San Gabriel y Zapotitlán de Vadillo.

Por otro lado, el Servicio Meteorológico Nacional recordó que la temporada de huracanes iniciará el 15 de mayo en el Océano Pacífico, mientras que en el Atlántico es a partir del primero de junio. Se proyecta que las lluvias comenzarán a regularizarse en la segunda quincena de junio, con las ondas tropicales, ciclones y el ingreso de humedad.

Editor.- A man died after suffering an accident in his kayak while on Lake Chapala in San Antonio Tlayacapan. The accident occurred during the afternoon of May 1st. 

The person entered the lake, but was not seen leaving, so help was requested. Unfortunately, help was too late and the young man lost his life by drowning. His body was recovered. The deceased was a well-known and respected person with a family in the town of San Antonio Tlayacapan.

During that day, a fishing tournament organized by the municipality of San Antonio Tlayacapan was being held on the boardwalk.

The Regional Prosecutor’s Office served an arrest warrant against Joshua A. for suspicion in the crime of aggravated child sexual abuse, and corruption of minors.

Investigations by the Investigative Police division led to the locating, and arrest of this man. He was arrested at the intersection of Isla del Presidio and Los Maestros, in the Gastronómica neighborhood, in Chapala municipality. Joshua A. is allegedly connected to the sexual assault of a child reported earlier this year.

During the last rainy season, Lake Chapala reached 74% of its capacity; it is currently at 67%, informed the National Water Commission (CONAGUA). 

Despite the decrease in the level, it is still up compared to April 2021, when it was at 51% of its capacity.

The municipal president of Chapala, Alejandro de Jesús Aguirre Curiel, gave the go-ahead to seven of the ten requests made by the Plural Union of Workers of the Chapala City Hall (SPTAC), in favor of the rights of the union civil servants.

The remaining three requests will be submitted to the municipal council for approval, according to the secretary-general of the union, Juan Cuevas Gudiño.

The list of requests included the approval of medical services for the worker’s dependent parents, minor children and students with a valid school card.

In addition, there will be an extra doctor and medical supplies at the Municipal Clinic so union members do not have to seek private consultation due to lack of attention or supplies.

In addition to the medical health requests presented by SPTAC, there is also the payment of overdue medical bills in an expeditious manner with the prior approval of the director of the Municipal Clinic. 

Another issue is the vacation bonus corresponding to five legal days of salary. In order to collect the arrears, a review of documents will be carried out, stated Cuevas Gudiño.

One of the most relevant requests approved by Aguirre Curiel during the almost one hour meeting was the right to affiliate for the 120 workers who have been working for the City Hall for more than three and a half years. SPTAC currently has 276 members.

The facilities of the Centro Cultural Antigua Presidencia or the Coliseo Municipal Benito Juárez were made available for the union assembly from 2:30 to 4:30 in the afternoon, the last Saturday of each month.

The three requests that will be submitted to the Chapala City Council for approval are: the delivery of the extra bonus for the Public Servant’s Day, the 40 pesos biweekly transportation support, and reimbursement for upcoming surgeries so as not to affect the family income of the union members.

Finally, Juan Cuevas Gudiño openly thanked the municipal president for the recent approval of the five percent salary increase, as well as the increase in the savings fund from 65 to 100 pesos per unionized worker, the coverage of surgeries and operations for the workers, as well as equipment to provide the citizens with the services they require.

The municipal president congratulated the workers on their day and reminded them of their commitment to work for the municipality. «I did not expect it would take us so long to get started… However, we have managed to move forward and stabilize.  I thank everyone for their patience and support. It is clear to me that the face of the Municipal Government is each and every one of you,» acknowledged Aguirre Curiel.

Sofía Medeles.- Por medio de redes sociales se difundió que maquinaria ha estado trabajando cerca del Cerro Colorado, ubicado al poniente de Ajijic y muy querido por los pobladores. 

La publicación se realizó en el grupo de Facebook “Ajijic Observatorio Ciudadano», donde se alcanza a distinguir una excavadora en el lugar de los hechos. En comentarios, se aclara que el lugar se encuentra entre el Cerro Colorado y el cerro Las Tres Cañadas.

El departamento de comunicación social del Gobierno de Chapala aseguró estar al tanto de la situación. Al presentarse inspectores en el sitio, les mostraron licencias para construcción, las cuales, fueron aprobadas durante la administración pasada.

“Se revisó y se encontraron los permisos otorgados en la administración pasada, aunque hay cosas que se notan fuera de lugar. Se está trabajando para revisar y analizar si existen inconsistencias”, afirmó la titular del departamento, Elizabeth Oropeza Silva.

Tanto en redes, como entre las personas, se dice mucho sobre estas obras. Desde que se sabe de varios presuntos dueños del predio y lo que se pretende hacer con ellos, hasta que la Comunidad Indígena de Ajijic, está involucrada.

Asimismo, al menos dos funcionarios salieron a asegurar en la publicación que destapó estos trabajos, que la Dirección de Ecología, entre otras dependencias, se encuentran investigando el caso.

Finalmente, por parte de comunicación social, se agregó que siguen en investigaciones y que por lo que han percibido, el espacio donde están trabajando se ve amplio.

El Cerro Colorado es muy querido por los ajijitecos, ya que es un sitio que alberga leyendas, y es parte de la historia del pueblo y la cultura popular. También es reconocido por visitantes, debido a su peculiar forma, que asemeja la cabeza y el ala de un ave rapaz. 

Algunos entrevistados habitantes de Ajijic, cuentan que el cerro ya se ha visto amenazado por la urbanización en algunas ocasiones, más que nada, en la lotificación de terrenos que poseen particulares.
