Sofía Medeles (Ajijic).- Due to the danger that abandoned fishing nets pose near the shores of the lake, the acting Ajijic delegate, Maximiano Macías Arceo, said that he is seeking to have them removed, and is looking for the means and people who can help with the removal.
Within the last eighteen months, there have been instances reported in which the abandoned nets cause problems for tourists and people swimming near them, as well as for the fauna of the lake. In March, two children were trapped in the nets and had to be rescued by municipal authorities.
Macías Arceo said that he has been concerned about the situation for some time and recently met with the president of the Lake Chapala Fishermen’s Union, José Luis Morales Gutiérrez, to seek a solution to the problem. He pointed out that those responsible for removal are the fishermen’s cooperatives together with the Rural Development Department and the National Commission of Agriculture and Fisheries (CONAPESCA).
«We met with them to ask if we could remove the abandoned nets that cause problems, for example, the one near Crucita beach. We need their permission as we only have the authority to report problems, not to remove the nets which would in fact be against the law. As it stands, those authorized to take action are already aware of the problem and have met with the Government of Chapala to discuss how to deal with abandoned or prohibited nets in the water,» said the official.
Macias Arceo added that during the meeting, he was told that most of the abandoned nets belong to people who come from outside the area and forget the nets they leave anchored near the coast.
In spite of not having an exact number, he said that he knew of several nets that were located in prohibited areas: the law states that nets must not be within 100 meters of the shore in tourist zones, and not within 50 meters in non-tourist zones. Yet authorities have identified some nets within 30 meters from the shore.
The Chapala port captain, Rafael Narez Armenta, said that they have received many complaints regarding nets. However, monitoring fishing nets does not fall under their authority as they are in charge of the surveillance of water vessels. Even so, he encouraged Chapala and lakeside residents to file complaints about problems involving nets.
To file a complaint with CONAPESCA, which is based in Sinaloa, call 01 669-915-6913 and provide as much detailed information as possible on the town and location of the problem. According to the operator, these reports are always followed up on, although there is no specific timeline followed from the date the complaint is made.

Sofía Medeles (Ajijic).- An electrical transformer of the Comisión Federal de la Electricidad (CFE) caught fire last Saturday, April 2 and as of the closing of this edition, was still unattended.
The damaged transformer is located on Ocampo Street, almost at the intersection with Francisco Villa, one block from the neighborhood of Las Seis Esquinas. Citizens reported that it had been leaking a liquid for several days.
In a story that circulated through social networks, a complaint was made after the fire and it would be attended on Monday, April 4. This publication stated that the liquid was very harmful and put neighbors or passers-by at risk.
The damage to the device did not affect the electricity or water service of the residents near the area. The neighbors fear for their safety because an explosion could occur due to overheating and the lack of liquid.
«On Saturday there was a firefighting unit that apparently contacted CFE. A while later, CFE sent a person with a forklift truck, but he only looked at the transformer and left. He did not even take five minutes to attend to the problem,» the interviewee said.
«Now that the smoke produced by the fire is polluting, just like the oil that is spilling. It should be reported to ecology so that they can put pressure on the CFE with an official letter,” the complainant added.
Ajijic acting delegate Maximiano Macias Arceo commented that the problem was reported to him on Saturday. He said that neither he nor the personnel of the delegation or the municipality could regulate the device, since it is federal property of the CFE and only they could fix it.
«We made the report to the commission (CFE), we cannot intervene, neither we nor the public lighting department, since it is a federal matter. We have made the report again, because the oil in the transformer is toxic and we will follow the situation until it is repaired,» concluded Macías Arceo.

Jazmín Stengel (Chapala).– The Chapala City Council presented a project for the installation of a sewage system to benefit the population of the Riberas del Pilar. The work is estimated to cost 68 million pesos, to be paid in equal parts by the municipal government and by residents. The Council claims that the properties that currently have private septic systems are contaminating the environment and the project is needed.
After introducing Ana María Huerta Rivera as agent for Riberas del Pilar, and asking the residents to watch for increasing shoreline invasions of federal zones, President Alejandro de Jesús Aguirre Curiel, presented the details of the project.
«This is a proposal, which consists of installing much-needed drainage. It also includes a water treatment plant. We have to do this together, the municipal government and each one of the taxpayers.» He added that the proposal has been reviewed for feasibility.
The project, presented on April 5, includes drainage lines, a modular treatment plant which would be located between San Lucas and San Mateo streets on the shores of the lake, and the connector. It would be built out in one single six-month stage.
The current municipal administration asked residents to agree to the 50/50 cost split. Cost-sharing is necessary as there is not any available support from federal or state programs. In addition, officials said that they need 25% of the total cost of the project in advance to start the work. Residents have about 45 days to contribute the first 17 million pesos. If the funds are not raised, they will be returned to those who have contributed. The deadline was established by the approximately fifty residents present at the meeting. Government representatives assured that they had 34 million pesos available for the project.
In order to collect the remaining 34 million pesos from Riberas del Pilar residents, each homeowner will be charged 70 pesos per square meter of land, business owners will be charged 100 pesos per square meter. Riberas del Pilar covers 237 hectares, and contains about registered 1,500 properties.
There will be two ways to quote the fee and make the corresponding payment. The first is bring your property deed Municipal Water and Sewage System (SIMAPA) office, located in the new administrative unit located 62 Hidalgo Avenue. The second option is to wait for the formation of one of four neighborhood committees that are expected to be formed.
Connections from the houses to the public sewage system are not included in the cost of the project, or in the fees collected. Homeowners and business owners will be responsible for their own costs to connect to the system. Current estimates are 14,000 – 18,000 pesos per house. Officials said that anyone who does not pay the required fees for the project will not have the right to connect to the public drainage, and will be fined in the future for environmental contamination.

Sofia Medeles (Ajijic).- To commemorate Earth Day, a group of activists organized conferences, talks and free activities to raise environmental awareness among citizens.
The events will take place from April 22 to 24, in the Ajijic Cultural Center and in the terrace on the main square.
This first-of-its-kind event will have three days of different activities for different ages, including conferences, musical shows and a children’s art contest. One of the organizers, Noris Binet, shared that this event aims to raise awareness, educate and inform people about the environment.
«It is important for the community to know about this first special event dedicated to the people who have worked for the protection of the area’s environment. We hope that the event will be held every year in the future, and that it will unite the people of the Lakeside area to be aware of the need to defend the lake and the mountains,» Binet commented.
Ajijic acting delegate Maximiliano Macias Arceo added that he thinks it is an interesting and good project to raise awareness and care about environmental issues in the area.
This event will be attended by the researcher Manuel Villagómez Rodríguez, the man who stopped the construction work on the mountain by the highway which left a scar on the hillside known as «the zigzag on the hill” and an activist for the protection of the lake, as well as Luis Valdivia Ornelas, who conducted a study on the landslide of the mountains of Ajijic due to urbanization in these, among a vast group of activists.
The event’s organizing committee is formed by Douglas Reid, Sihara Casillas Gaeta and Noris Binet.

Editor. – The director of the Intermunicipal Association for the Protection of the Environment and Sustainable Development of Lake Chapala (Aipromades), Gabriel Vásquez Sánchez, was appointed state representative in the State Council of Natural Protected Areas (ANP). He was installed by the Ministry of Environment and Territorial Development (Semadet) last week.
The Council was installed as part of the implementation of the State Program of ANP and Other Conservation Instruments (OIC). These organizations and programs aim to improve ecosystem management, and prioritize the recovery and maintenance of environmental services and their sustainable use. They will support Semadet with expert advice, recommendations for environmental policies, and decision making.
Expert collaborators Eduardo Santana Castellón and Ernesto Sánchez Proal, as well as representatives of the advisory councils of the Sierra del Águila, the Mesophilic Forests and the Cerro Viejo – Chapinaya – Los Sabinos are also participating. The installation of the State Council of PNAs (Protected Natural Areas) and ICOs is made up of representatives from Semadet, the State Attorney’s Office for Environmental Protection (Proepa), the Jalisco Secretary of Rural Development (Sader), the Secretary of Tourism (SecturJal), the National Commission of Natural Protected Areas (Conanp), the National Forestry Commission (Conafor), the University of Guadalajara (UdeG), the Northwest Fund (Fonnor A. C.), the State Livestock Unit, the Forestry Union, and the Chamber of Tourism.
Javier Sampayo Lazcano, director of the Decentralized Public Organization (OPD) Sierra de Quila, will represent the Federal Areas, and Gabriel Vásquez Sánchez, director of the Intermunicipal Association for Environmental Protection and Sustainable Development of Lake Chapala (Aipromades), will represent the State Areas. During the session, Fonnor A.C. was appointed as representative to the State Biodiversity Committee (CEB), a body that monitors and coordinates the execution of the actions established in the Jalisco State Biodiversity Strategy (EEB-Jal). In Jalisco, 971,334.15 hectares are under some kind of conservation agency, including eleven federal PNAs, eight state PNAs, and eight municipal PNAs. There are also two state Environmental Recovery Zones (ZRA) and one municipal PNA. There are thirteen Ramsar sites (wetland sites designated to be of international importance under Ramsar Convention on Wetlands)and seven Areas Voluntarily Designated for Conservation (ADVC).

En los últimos tres años los precios de todos los fertilizantes subieron casi al doble. Foto: Cortesía.

Los productores mexicanos de granos básicos (maíz, frijol, arroz y trigo), frutales, hortalizas, legumbres, forrajes y otros, como caña de azúcar y algodón, enfrentan fuertes problemas en sus cultivos, en vísperas de iniciar el ciclo productivo de primavera-verano 2022, por la falta de fertilizantes químicos, fundamentalmente por la invasión de Rusia a Ucrania, en el entendido de que el primero de estos países surte de agroquímicos a muchos países del mundo, entre ellos México.
Desde hace muchos años, Rusia se convirtió en uno de los mayores exportadores de fertilizantes nitrogenados a precios competitivos, mientras que México ha tenido demasiados problemas con la industria del petróleo, a partir de la cual se producen los fertilizantes, en particular los comúnmente conocidos como urea, Sulfato de amonio, y con contenido de Fósforo y Potasio. El promedio de uso de estos agroquímicos en México, es cercano a 5 millones de toneladas anuales, por lo que existe una demanda que va más allá de la actual disponibilidad.
En los últimos tres años, se da una tendencia alcista de los precios de todos los fertilizantes. Subieron casi al doble en 2021, respecto del año anterior. El valor de las importaciones de urea y abonos con nitrógeno, fosfato y potasio, que son los que en mayor medida importa México de Rusia, registran aumentos del 42 por ciento y 65 por ciento respectivamente, de acuerdo con cifras del Banco de México.
De acuerdo con agencias informativas extranjeras, en Estados Unidos, la tonelada de urea del 7 al 11 de febrero pasado, promedió 905 dólares. Esto significa prácticamente un incremento del 100 por ciento comparado con la semana del 8 al 12 de febrero de un año atrás; mientras que la de amoniaco promedió un máximo histórico de 1,487 dólares, equivalente a un precio 183 por ciento más elevado que 12 meses atrás.
Las expectativas sobre el comportamiento de los precios internacionales de los fertilizantes, depende en gran medida de la actitud de Rusia. Por lo pronto, este año se espera que los precios continúen al alza. Hay que reconocer que los precios altos son nocivos para la economía de los productores mexicanos, sobre todo para los que presentan condiciones de vulnerabilidad. Esto obligaría a reducir las áreas de siembra.
Los fertilizantes son básicos para el sector agropecuario mexicano. Si se encarecen, este efecto se refleja en la producción agrícola y pecuaria, de manera que hablaríamos del encarecimiento de los alimentos, los cuales ya cargan el alza de precios de los demás insumos.
Por el lado de la política, es de señalar que el gobierno de México se negó a imponer sanciones económicas a Rusia por invadir a Ucrania, a diferencia de sus principales socios comerciales, como son, principalmente, Estados Unidos y Canadá. Al respecto, el Presidente López Obrador justificó su decisión en aras de “mantener buenas relaciones con todos los gobiernos del mundo”. De preferencia, no toca el tema de los fertilizantes y los efectos nocivos en las cosechas nacionales.
El pasado 7 de marzo del presente año, en conferencia mañanera, el secretario de Agricultura y Desarrollo Rural, Víctor Villalobos Arámbula, dio a conocer la estrategia de entrega de fertilizantes para la “seguridad alimentaria”. Con más optimismo que realidad, anunció la distribución de 352 mil toneladas de fertilizantes, de producción nacional, de manera gratuita, con una cobertura de un millón 200 mil hectáreas, y la atención de 700 mil agricultores de pequeña escala”.
Estos ofrecimientos del gobierno federal, pudieran considerarse muy optimistas, frente a una demanda real de casi 5 millones de toneladas de fertilizantes de diversas formulaciones, a fin de atender una superficie cercana a 20 millones de hectáreas, entre riego y temporal, que demandan aproximadamente 7 millones de productores de todos los cultivos comerciales, de las 32 entidades federativas del país.

Sofía Medeles.- Para conmemorar el Día de la Tierra, un grupo de activistas organizaron conferencias, pláticas y actividades gratuitas para concientizar a la ciudadanía en pro del medio ambiente.
Los eventos se llevarán a cabo del 22 al 24 de abril, dentro Centro Cultural de Ajijic y en la explanada de la plaza principal.
Este acontecimiento será el primero en su tipo y, por tres días, tendrá distintas actividades para distintas edades, entre ellas, conferencias, espectáculos musicales y un concurso de arte infantil. Una de las organizadoras, Noris Binet, compartió que este evento tiene el objetivo de concientizar, educar e informar a las personas sobre el medio ambiente.
“Es importante que la comunidad se entere de este primer evento, que es especial, y está dedicado a la gente que ha trabajado por la protección del medio ambiente del área. Esperamos que el evento en un futuro se haga cada año, y unifique a los pueblos de la ribera a tener conciencia de defensa al lago y las montañas”, comentó Binet.
Por su parte, el encargado de despacho, Maximiano Macías Arceo, añadió que le parece un proyecto interesante y bueno para tomar conciencia y cuidados sobre temas del entorno de la zona.
Este evento, contará con la presencia del investigador Manuel Villagómez Rodríguez, el hombre que se encargó de detener los trabajos de construcción en la montaña que se encuentra por el libramiento, el cual es conocido como
“el zigzag del cerro frente a Walmart” y activista por la protección del lago; así como con Luis Valdivia Ornelas, quien realizó un estudio sobre el deslizamiento de las montañas de Ajijic debido a la urbanización en estas, entre un vasto grupo de activistas.
El comité organizador del evento está conformado por Douglas Reid, Sihara Casillas Gaeta y Noris Binet.
La quema de basura de todo tipo, incluso de llantas, es una práctica común en la población.
Héctor Ruiz Mejía.- Autoridades médicas del Hospital Comunitario de Jocotepec, exhortaron a la población a no quemar su basura no solo por motivos ambientales, sino también por salud.
El médico consultado, quien prefirió mantener su nombre en el anonimato, aseguró que, aunque el municipio cuenta con la ventaja de no presentar una gran concentración de gente, el daño que generan las toxinas cuando se quema basura siguen siendo importantes.
Estas costumbres, explicó el entrevistado, son una de las principales causantes de infecciones respiratorias, sobre todo en esta temporada de estiaje, por lo que exhortó a la comunidad a no hacerlo.
“Aunque es más dispersa la población aquí, aun así no lo recomendamos porque hay casos que sí tienen vecinos a un lado y ahí ya tienen consecuencias para las personas a las que les llega el humo”, comentó el médico.
Como es el caso de Robert, quien es habitante de El Chante y quien aseguró que sus vecinos constantemente queman la basura, llegando a tener problemas e infecciones respiratorias, sin mencionar el mal olor que generan.
“Siempre están quemando basura, de verdad la gente no tiene conciencia de la molestia que eso genera, estoy comiendo, cenando, intentando descansar y de repente se impregna todo de olor a basura quemada”, explicó.
Otro vecino entrevistado, aseguró que, aunque no “disfruta” de deshacerse de sus desechos con el fuego, a veces no tiene “otra forma”, pues por el deficiente servicio de recolección que tarda días en pasar, esta se acumula.
“Tampoco soy muy de quemar la basura, pero a veces se hacen montañotas y ya no sé qué hacer para desaparecerla, además pues de que mucha gente también lo hace”, concluyó.

Sofía Medeles.- Arrancó un nuevo programa de limpieza en Ajijic la mañana del pasado sábado 2 de abril. Decenas de jóvenes, niños y autoridades del municipio participaron en la limpieza de varias calles de la zona centro.
En esta ocasión, se invitó a los alumnos del Centro de Estudios Técnicos en Aguas Continentales (CETAC), para apoyar al programa. Aunado a esto, el encargado de despacho, Maximiano Macías Arceo, aseguró que al menos 12 niños se unieron al recorrido.
“La siguiente fecha será después de las vacaciones de Semana Santa. Invitaremos a más escuelas a cooperar, ya sean públicas o privadas, porque queremos que todos tomen conciencia y participen en la limpieza de las calles”, compartió Macías Arceo.
A los alumnos que asistieron, se les proporcionó un refrigerio donado por varias personas, entre ellas la regidora de Ajijic, Denisse Michelle Ibarra, el síndico Gamaliel Soto Pérez y un miembro del grupo Unidos por Ajijic.
Además, varias personas se sumaron a donar calcomanías para los cestos de basura y contenedores para los desechos. Aunque aseguró que todo había salido bien durante el recorrido, el encargado de despacho mencionó que tanto a él como a los participantes les causó tristeza que de nuevo había basura en las calles después de la brigada de limpieza.
“Durante el recorrido, algunas personas dijeron que recordaron la labor de Juanita, ‘La Japonesa’ y mencionaron que ojalá se logre un proyecto como el que ella tenía en su tiempo. Queremos volver a reavivar esa cultura de limpieza y control de la basura en las calles”, abundó.
Finalmente, Maximiano Macías dijo que en las próximas fechas de este proyecto, son bienvenidas tanto las donaciones como los voluntarios. Días antes de las reuniones, estas se anunciarán tanto en la página en Facebook “Delegación Ajijic 2021-2024”, como en medios locales.
Al evento también asistió el presidente municipal de Chapala, Alejandro de Jesús Aguirre Curiel; la regidora de la delegación, Denisse Michelle Ibarra; el síndico municipal, Gamaliel Soto Pérez; entre otros trabajadores de la delegación.

Redacción.- A mediados del mes de mayo del presente año, el Gobierno de Jalisco presentará un corte de caja de las acciones realizadas los primeros tres años de esta administración sobre la estrategia de recuperación integral del Río Santiago, adelantó el Gobernador Enrique Alfaro.
El balance que hará el Ejecutivo, dijo el Gobernador de Jalisco, incluye también los trabajos que se hacen para atender los problemas de salud relacionados con la contaminación en poblaciones aledañas a los ríos Zula y Santiago, lo que falta por hacer y las obras urgentes que se requieren en este tema, las cuales costarán alrededor de cuatro mil mdp.
“Se hará una evaluación integral de todo el plan para el saneamiento del Río Santiago con la presencia del equipo que está trabajando en el frente de derechos humanos para atender la recomendación que hizo la Comisión Interamericana de Derechos Humanos sobre este tema, está el área de medio ambiente, de protección, la Proepa, la Secretaría de Gestión Integral del Agua, Gestión del Territorio, están las áreas que están trabajando en los temas sociales que es una de las apuestas importantes para este año en las comunidades más afectadas por la contaminación del Río Zula y Río Santiago, estamos trabajando con los temas de salud y haciendo una valoración integral de cómo vamos a tres años de haber arrancado una estrategia muy compleja en la que hemos invertido miles de millones de pesos, en los que hay avances importantes en los frentes que nos pusimos como prioridad de atención pero también desafíos enormes”, dijo Alfaro.
Agregó que, como parte del ejercicio de rendición de cuentas a desarrollarse entre la segunda o tercera semana de mayo, también se contempla hacer un Plan de Desarrollo de largo alcance donde pueda darse una participación ciudadana efectiva.
“Hay desafíos enormes, particularmente en términos presupuestales, estamos hablando de la necesidad de financiar obras de urgencia por alrededor de cuatro mil mdp; también estamos trabajando en un ejercicio de planeación y de prospectiva para poder a mediados de mayo hacer un balance de cómo vamos, de cómo está la calidad del agua, como estamos midiendo los resultados de las intervenciones que hacemos y plantear un Plan de Desarrollo de largo alcance que pueda tener una participación ciudadana efectiva, que pueda ser objeto de un ejercicio de diálogo y de discusión pública que vamos a desarrollar en los próximos meses”, destacó el Gobernador.
Finalmente, el titular del Poder Ejecutivo se dijo satisfecho del esfuerzo que ha hecho el Gobierno de Jalisco en el primer trienio, pero consciente del enorme esfuerzo que se requiere para concluir los proyectos y acciones establecidos en este gobierno.
