Héctor Ruiz Mejía.- El Gobierno de Jocotepec autorizó la instalación de terrazas en el área comercial del malecón de la delegación de San Juan Cosalá.
De acuerdo con locatarios de la zona, el proyecto original propuesto por el ayuntamiento comprendía terrazas “tradicionales” de teja para cada uno de los locales con el fin de homogeneizar la imagen de los establecimientos, sin embargo, los locatarios se opusieron.
Las estructuras tendrían un costo de 80 mil pesos, pero tras la negativa de los comerciantes de pagar tal cantidad, el gobierno optó por permitirles hacer su propia terraza.
“Ya después de unas reuniones donde nos negamos al proyecto original, nos dejaron ya hacer nuestras propias terrazas, la única condición fue que, ya fuera arrancando quien pudiera, quien tenga dinero que ya empiece”, explicó una de las consultadas, cuyo nombre prefirió mantener en el anonimato.
Debido al gasto que ha representado para los comerciantes financiar la construcción de los nuevos locales, se mostraron optimistas respecto a la llegada de la Semana Santa y el flujo de visitantes que trae consigo.
“Pues llevamos ya desde el año pasado que empezamos, hemos ido ahora sí que conforme a la marcha, de poquito a poco, como podemos, nos hemos hasta endeudado, pedir prestado, lo que salga, pero ya queremos estrenarla en Semana Santa”, aseguró.
Aunque no se especificó el costo que les ha llevado el gasto de la obra, aseguró que la madera y la estructura metálica de la plataforma que contará con un aproximado de seis metros de ancho por once de largo representó una fuerte inversión, pero esperan recuperarla ya que contará con una capacidad de 15 mesas de cuatro personas en la planta alta.
Por último, Semanario Laguna intentó confirmar dicha información a través de la dirección de comunicación social, no obstante, la dependencia no se pronunció al respecto.

Héctor Ruiz Mejía.- El Ayuntamiento de Jocotepec aprobó el Convenio de Coordinación y Colaboración Interinstitucional en materia de Seguridad con la Secretaría de Seguridad del Estado de Jalisco; sin embargo, los ediles rechazaron ceder el mando.
El proyecto fue sometido a votación durante la sexta sesión ordinaria del Cabildo, en el que se estipula que, pese a que se aprobó la iniciativa de seguridad, no se otorgará el mando al estado, este residirá sólo en el municipio y lo único que se podrá hacer, será coordinar fuerzas.
Aunque el presidente municipal, José Miguel Gómez López, se dijo en la facultad de aprobarlo, decidió someterlo a votación debido a que el convenio plantea la autorización para que el Gobierno del Estado tome las riendas del mando de seguridad en el municipio, lo que consideró como “complicado”.
“Si yo lo firmo así (como mando mixto), llega el estado cuando lo decida y toma el mando de la seguridad pública, y eso para mí es complicado; y más porque cuando han estado aquí los estatales han sucedido cosas por quejas de la ciudadanía, por el trato”, apuntó Gómez López.
La propuesta de coordinación fue presentada al municipio por el Gabinete de Seguridad Estatal, encabezado por el Coordinador General Estratégico de Seguridad, Ricardo Sánchez Beruben, el pasado 19 de marzo, tras la ola de violencia que dejó dos policías asesinados y dos bomberos heridos en el ataque del 10 de marzo.
“Sabemos que la situación en el municipio de Jocotepec ha sido algo compleja en los últimos días; sin embargo, el Gobernador del Estado ha tomado las decisiones pertinentes, entre esas el motivo de esta reunión”, dijo Sánchez Beruben al entregar el convenio.

Héctor Ruiz Mejía (Jocotepec).- Jocotopec will oversee the recall referendum known as “Consulta de Revocación de Mandato” (Referendum for revocation of mandate) to which the President of the Republic, Andrés Manuel López Obrado (AMLO), will be subjected on April 10.
On March 23, at around 11:00 a.m., members of the National Defense Secretariat (SEDENA) delivered to the personnel of the 17th Executive District Board of the National Electoral Institute (INE) the 278,286 ballots for the democratic exercise.
The question which citizens will be asked to answer is «Do you agree that Andres Manuel Lopez Obrador, President of the United Mexican States, should have his mandate revoked due to loss of confidence, or continue in the Presidency of the Republic until the end of his term?»
At least 170 polling places will be installed in District 17, consisting of 15 municipalities, including Chapala and Ixtlahuacán de los Membrillos. There will be a special polling place for people outside their electoral area, which will be in the municipal seat of Jocotepec.
The polling places will be supervised by five officials: a president, a secretary, a teller, and two alternates, for a total of 855 participants in the district. They will be instructed by 31 trainers and four field operational electoral supervisors.
Patricia Santos Quevedo, spokesperson for the 17th Executive District Board of INE, said that they are working so that no person of the 272,259 that make up the nominal list will be left without casting their vote.
«This amount is what we are managing, counting and sealing here at INE to guarantee that all citizens have their ballot to cast their vote» commented Santos Quevedo.
In contrast, she said that it was not possible to install the same number of polling places for the 2021 electoral exercise, when 459 were installed. This referendum has a national budget of one billion 567.4 million pesos (about US$28 million), compared to the nearly 4 billion pesos (about US$200 million) of the last elections.
Patrica Santos emphasized that INE has made every effort to provide citizens with the necessary tools and she urged citizens to participate this coming April 10 to exercise their vote for or against AMLO.
As of March 28, the «locate your polling place» platform will be available at www.iepcjalisco.org, where citizens will be able to find their poll location.

Editor: Contrary to the original plan, the fruit vendors located next to the DIF building in Jocotopec will not be moving to the base of the kiosk in the main square.
Semanario Laguna originally reported that the two street vendors who continued to sell on the public road would occupy the space, which has been adapted so that they could offer their products from inside the historic infrastructure. But there may be a change of plans.
The current plan is to use the space for tourist purposes, which have not yet been specified, and although we have tried to request information through social networks, there has been no response.
The original idea of putting vendors in the kiosk caused controversy among citizens, both in social networks, as well as people consulted in public, considering that it was a public property with historical importance.
«I can’t believe what they want to do. It’s an historical space, and besides, what are the poor vendors going to do locked up all day in that small space? It doesn’t seem right to me,» commented one Jocotepec resident.
«I’m not against the merchants, but it wouldn’t be appropriate. It’s one of the tourist images we have. People come to visit the town and the first thing they look for is the main square to take a souvenir photo. There are other spaces where the merchants can be located,» wrote Lupita Becerra in social networks.
In contrast, both the former director of social communication, Felipe Aguilar Montes de Oca, and one of the Public Services workers who worked on the intervention of the space, commented that the kiosk would indeed be suitable for installing street vendors.
«This adaptation work is being done inside the kiosk for only one of the fruit vendors who have yet to be relocated. As far as I know, it is for the one who has been selling here in the plaza the longest,» Montes de Oca said in this regard.
Although an attempt was made to contact the City Hall to find out the reasons why the project was revised, as well as the new project for which it will be destined, there was no response.

Jocotepec President José Miguel Gómez López and the Jocotepec Council deserve high praise for their handling of the pensions for the families of the two officers brutally ambushed while working an accident scene near San Cristóbal Zapotitlán on Thursday. And praise for the people of JOcoepe for the march honoring the slain civil servants Wednesday. Two paramedics who were also attending the accident were also injured in the senseless attack, according to the story published by my colleague Hector Ruiz Mejia.
Despite the opinion of the municipal labor office that the seniority of the officers only entitled their families to 30% of their pensions, President Gómez López wisely proposed and the Council passed a resolution awarding the officers’ families 100% of their pension. This was especially welcome because officer Andrés Inclán Zamora had been on the force for less than 2 months and officer Edgar Omar Leal Nava had been on the force for only two years– terms that would normally limit their pensions. Their devastated families expected further hardship; instead the Jocotepec Council gave them a lifeline.
Mexican communities do not adequately honor and reward their police officers. In fact, until 2018, there was not even a public database of officers killed in the line of duty, according to the NPO, Causa in Common. Now there is, thanks to a joint effort by more than 30 activists and journalists who collect and publish data on police officers killed or wounded in the line of duty every year.
The findings are startling: 452 police officers were killed in 2018, 446 officers were killed in 2019, and so far this year, at least 338 police officers died violently in the line of duty.
And, because of chronically tight budgets, every municipality in Mexico has too few police and it underpays and under equips the ones it has. The National Public Security System (SNSP) and the National Minimum Wage Commission (Conasami) found in a 2021 study, A Living Wage for Police in Mexico, that the average annual salary of a police officer is $350US a month – about what they could make as laborer. The study recommended that starting salaries for police in Mexico be raised to $680 month – a tough sell for municipalities strapped for cash because of stingy state and federal funding.
So, it is doubly inspiring that, in the face of grossly inadequate funding from state and federal governments, the Jocotepec Council voted to give 100% pensions to the families of the slain police officers. Not only was it the right and compassionate thing to do, but it also sent a signal to the nation – and especially to the national and state governments – municipalities need funds to honor and adequately pay their police forces.
Thank you and congratulations to the Jocotepec government for setting an example. Let’s hope they notice in Jalisco and Mexico City.

Staff.- The killing of two unarmed policemen and the wounding of first responders March 10 on the Guadalajara-Morelia highway height of San Cristóbal, highlighted the fact that the Jocotepec Public Security Corporation, charged with ensuring the welfare of the town and its 13 localities, is operating without necessary equipment or sufficient personnel , and spurred an agreement for joint operations with State Police in the municipality.
The joint operations are designed to insure the safety of the citizens and the officers until the governor and the president obtain additional funding for weapons, equipment and more policemen and policewomen in the municipality.
A former municipal police officer, who preferred to keep his name anonymous for fear of reprisals, said that the police station does not have enough weapons, personnel, or the support of the municipality to carry out its work.
The interviewee described the conditions under which the uniformed officers operate as “precarious,” due to the fact that they lack social security despite the fact that their work serving the community is considered high risk.
«In reality, there are no bullets, only the ones they carry or that they purchase; but the truth is that there are no weapons. In a violent confrontation they would not last five minutes,» said the former police officer.
Although Semanario Laguna sought to confirm the information provided by the former policeman,representatives of the municipality of Jocotepec were not available to answer or comment on the matter.
Resignation of personnel is also a constant problem in the force. In December of last year alone, according to Felipe Aguilar Montes de Oca, former director of social communication, the municipality had only 44 officers distributed in two shifts.
During the March 17 ordinary session of the Jocotepec City Council, municipal president José Miguel Gómez López stated that after the March 10 armed attack that left two policemen murdered, six policemen, as well as commissioner Juan Jesús Hermosillo Moreno, had resigned.
«After the death of the two officers, six more officers resigned from the force. The officers feel unprotected by the lack of equipment, by the lack of protection; situations that are not a direct responsibility of the administration but how resources have been lacking for us to make investments in security,» Gómez López said.
Gómez López explained that because the municipality is officially classified as having a population of less than 50,000 inhabitants, it has not been able to access substantial resources to strengthen the municipal police, although he did point out that they already have life insurance. At its last meeting, the council voted to award the families of the slain officers 100% of their pensions to demonstrate their support for the police and to recognize their bravery.

A female firefighter wounded in a roadside attack March 10 has been discharged from the hospital and is beginning rehabilitation. The other wounded member of the Jocotepec Civil Protection and Firefighters is still hospitalized but showing improvement.
A source close to the victims reported that after having spent about 12 days in the hospital, the woman was discharged. She suffered three bullet wounds in the abdomen during the armed attack that left two Jocotepec policemen dead.
Despite the seriousness of her injuries, she will begin her recovery at home. There was no indication how long her rehabilitation will last, or if she will have continuing medical issues.
At press time, the male firefighter was still hospitalized but conscious and stable, according to the source. He suffered serious injuries after being shot three times in the leg and thorax, but the source said he is out of danger. “He is still hospitalized but he is stable, in fact all the time, thanks to God, he has been conscious,” the person said. There was no indication how long he would be hospitalized.
The municipality of Jocotepec has covered all medical expenses required to safeguard the life of the two firefighters, as well as their entire stay in the hospital.

The mishap happened at the entrance to a gas station
Editor: A cyclist was left lying on the pavement of the Chapala-Jocotepec highway, after being hit by a pickup truck.
The victim was riding on the bicycle path in the La Canacinta area during the afternoon of March 23, when he was surprised by a truck accessing the entrance to the gas station. Apparently, the driver of a beige Jeep-type truck did not notice the cyclist.
The victim was attended by Red Cross personnel, prior to being evaluated by Chapala Fire Department personnel, while a traffic police officer investigated the accident.

Héctor Ruiz Mejía.- En su visita a Jocotepec, el Gobernador de Jalisco, Enrique Alfaro Ramírez, dio el banderazo de inicio para la rehabilitación del libramiento y entregó la obra del Centro de Salud de la delegación de San Cristóbal Zapotitlán.
En compañía del presidente municipal, José Miguel Gómez López, y la diputada local, Lolis López Jara, el pasado 25 de marzo, Alfaro Ramírez anunció una inversión de 30 millones de pesos para la intervención del tramo carretero que se extiende por cinco kilómetros.
“La historia de las obras mal hechas”, comentó el mandatario estatal respecto al libramiento construido en la administración 2007-2009 y que registra baches, desniveles y mal estado en la carpeta asfáltica.
Mientras los funcionarios sacudieron las banderillas, una máquina excavó en el asfalto para representar el arranque de la rehabilitación de la carretera. Al respecto, Alfaro Ramírez aseguró que “la base totalmente contaminada con arcilla” ha sido la causa de tan accidentado tramo.
Durante la gira de trabajo por Jocotepec, Alfaro Ramírez también inauguró por tercera ocasión el polémico Centro de Salud de San Cristóbal Zapotitlán, obra con una inversión de 10.9 millones de pesos, que incluyó el equipamiento, personal, así como la rehabilitación del inmueble.
En la entrega estuvo presente el secretario de Salud de Jalisco, Fernando Petersen Aranguren, acompañado del personal médico del centro, quien aseguró que ya se contará con una doctora permanentemente, un consultorio y dos camas para observación, así como una farmacia y se tendrá un registro para atender a todos los niños de la delegación que padecen diabetes mellitus o alguna enfermedad oncológica.
En cuanto a la ciclovía, el gobernador informó que los trabajos se encuentran en la última fase por lo que, a más tardar a finales de mayo quedará concluido el tramo de San Juan Cosalá a la cabecera municipal; en total, la obra, desde Chapala hasta Jocotepec recibió una inversión de 211 millones de pesos.

Jazmín Stengel.- El Gobernador del estado, Enrique Alfaro Ramírez, anunció una inversión superior a los 213 millones de pesos para cuatro obras, en el municipio de Chapala.
Durante su gira por la Ribera de Chapala, realizada el pasado 25 de marzo, el gobernador entregó la ciclovía Chapala-Jocotepec, anunció la rehabilitación de la avenida Francisco I. Madero de la cabecera municipal y supervisó las obras del Auditorio de la Ribera, la Telesecundaria Guadalupe Victoria y El Instituto Tecnológico Superior Mario Molina; además de tres futuros proyectos en otras escuelas del municipio.
Alfaro Ramírez entregó los 16 kilómetros de ciclovía construidos en Chapala. La obra que comenzó en el 2019 se realizó en dos etapas y una obra complementaria que, en conjunto, tuvieron un costo de 87 millones de pesos, como parte del programa estatal Mi Bici.
La ciclopista que inicia en la cabecera municipal y termina en Jocotepec, cuya extensión es de 24.3 kilómetros, tuvo un costo total de 211 millones de pesos, informó Enrique Alfaro.
La rehabilitación del ingreso principal a Chapala, avenida Francisco I. Madero, también fue presentado por el gobernador durante su gira, mediante la grabación de un video. Esta obra de 900 metros lineales será dividida en dos etapas para evitar afectar el tránsito de la zona.
Para la primera ya se gestionaron 17.5 millones de pesos y los trabajos iniciarán después de las vacaciones de Semana Santa y Pascua, aunque no se dio a conocer un presupuesto para el total de la obra, el alcalde de Chapala, Alejandro de Jesús Aguirre Curiel, estimó un gasto aproximado de 80 millones de pesos para la segunda etapa.
La obra tiene tres objetivos principales: La primera será mejorar la vialidad, cambiando el actual adoquín por cemento hidráulico y renovar las redes hidrosanitarias que pasan debajo de la misma; el segundo objetivo es ordenar el estacionamiento de manera paralela para que los automóviles «ya no echen en reversa» a lo largo la avenida, así evitar percances en el tránsito y mantener dos carriles moderados.
Por último, se planea un cambio de imagen urbana que consiste en instalar una fuente al andador, casi frente a la parroquia de San Francisco de Asís, extender la ciclovía hasta el malecón y así convertirla en una «calle compartida», además de modernizar el mobiliario urbano y atender el arbolado.
Para este objetivo, un porcentaje del presupuesto aún no confirmado se entregará a los comerciantes de la avenida con el fin de que también mejoren su imagen uniformando la misma. Esta labor se le delegó al Ayuntamiento de Chapala para comenzar la organización y gestión social. Las construcciones mencionadas están a cargo de la Secretaría de Infraestructura y Obra Pública del Estado (SIOP).
En el recorrido, también fueron supervisadas las obras del Auditorio de la Ribera que, entre sus tres etapas se estima un gasto de 70 millones de pesos, además de las escuelas Telesecundaria ‘Guadalupe Victoria’, en la delegación de Santa Cruz de la Soledad y el Instituto Tecnológico Superior Mario Molina de Chapala. A este último se le otorgaron 40 millones para construir un nuevo módulo de aulas.
El edificio contará con 18 aulas nuevas, completamente equipadas, salones de usos múltiples y una biblioteca. Además, el gobernador Enrique Alfaro prometió tener lista la Red Jalisco de internet de alta velocidad en las próximas tres semanas. Esta red también se implementará en la telesecundaria Guadalupe Victoria.
Durante su visita a la Telesecundaria en Santa Cruz de la Soledad, el mandatario estatal dijo haber invertido 12.9 millones de pesos en la nueva infraestructura y prometió a los presentes poder estrenar las instalaciones, con nuevos módulos de aulas, computadoras Google e internet de banda ancha, en los próximos diez días. Con las instalaciones en uso, los trabajos continuarán con la habilitación de baños, áreas deportivas y de convivencia.
Alfaro aprovechó la ocasión para mencionar que el ajuste gradual de impuestos sobre la nómina que las diputadas María Dolores López Jara y Claudia Murguía Torres lograron gestionar, se recaudó este año cerca de 880 millones de pesos que formaron el primer fideicomiso para arreglar las escuelas del estado. Se espera que el próximo año, la recaudación aumente a dos mil 500 millones de pesos.
Con este fideicomiso se logró trabajar en 700 escuelas de los 125 municipios de Jalisco hasta ahora, se necesitan «36 mil millones de pesos para arreglar todas las escuelas del estado», aseguró Enrique Alfaro. Las Secundaria Foránea No. 1, José Vasconcelos y la Primaria Eugenio Zúñiga de Chapala, así como el Centro de Atención Múltiple (CAM) de Atotonilquillo están etiquetados para ser intervenidos el próximo año.
Enrique Alfaro también se comprometió a terminar el último tramo de carretera que une a Santa Cruz de la Soledad con Ixtlahuacán de los Membrillos, se escucha en uno de los videos publicados en las redes sociales del mandatario durante su gira.
