Redacción.- En el taller de capacitación de Ley de Transparencia, Responsabilidades y Protección de Datos Personales por parte de ITEI (Instituto de Transparencia, Información Pública y Protección de Datos Personales del Estado de Jalisco)., al alcalde de Chapala, Alejandro Aguirre Curiel, invitó a los funcionarios de su gobierno a estar atentos de las disposiciones y normativa en cuanto a transparencia.

“Cada día estamos más obligados a ser transparentes, publicar información; cada decisión que tomemos, la tenemos que tener muy bien respaldada y siempre pública”, manifestó Aguirre Curiel, durante el taller regional realizado el 23 de noviembre, en el Centro Cultural Antigua Presidencia (CCAP).

El taller regional contó con la participación de los nuevos funcionarios públicos, de Direcciones Generales, Jefaturas de Área y Coordinaciones, y organismos descentralizados de los Gobiernos Municipales de Jocotepec, Poncitlán y Chapala.

“Se los he dicho a los directores, hoy son tiempos diferentes, tenemos que ser muy transparentes en las decisiones, tenemos que ser muy cuidadosos por todas las malas experiencias que ha tenido la ciudadanía, tenemos que demostrar que somos diferentes y eso es, ser transparentes”, puntualizó el alcalde en su discurso.

El Presidente Municipal, Alejandro Aguirre, en su mensaje de bienvenida, agradeció a la Presidenta del ITEI, Cynthia Patricia Cantero Pacheco; por la apertura y disposición para la realización de la capacitación regional.

“Nuestro objetivo en este Gobierno Municipal, es la transparencia e información, siempre estar comunicados con la ciudadanía y habitantes de Chapala, agradezco la presencia de todos ustedes, ahí se demuestra el interés y compromiso que tenemos con los chapalenses”, finalizó el primer edil.

El taller fue impartido por la dirección del Centro de Estudios Superiores de Información Pública y Protección de Datos Personales del ITEI, a cargo de Manuel Rojas Munguía, Director del Centro; así como por los colaboradores, Carlos Barrera y Rosana Martínez Quiñones

Héctor Ruíz. – Con inconformidades por parte de los padres de familia, es como se ha llevado la primera jornada de vacunación Pfizer para niños de 15 a 17 años en el Hospital Comunitario Jocotepec.

Y es que, de acuerdo con las quejas recogidas por este medio, los módulos virtuales encargados de otorgar la cita, no funcionaron a cabalidad, dejando a muchos jóvenes sin recibir la vacuna contra el COVID-19, la tarde de este 23 de noviembre.

Los quejosos manifestaron ser agredidos por el comisionado de Servidores de la Nación, Alfredo Escobar, luego de que padres desesperados por estar desde las ocho de la mañana esperando su dosis y sin tener respuesta, alzaran la voz para ser atendidos.

Personal del Ayuntamiento de Jocotepec se hizo presente para brindar asistencia y apoyo a Servidores de la Nación tras altercado, pero éstos se negaron a recibir ayuda.

San Juan Cosalá’s boardwalk baths 

Héctor Ruiz Mejía – Jocotepec( JAL). – Semanario Laguna toured the boardwalks of Jocotepec municipality and found many of the bathrooms in bad condition. Some of the restrooms, such as the ones on the San Juan Cosalá boardwalk, have irregular and unreliable schedules; there are times when they are open until 5:00 p.m., but only for a short time, and other times when they are not even open at all.

In the case of Chantepec, the bathrooms are not even in operation, since they are in terrible condition. Carlos Monreal Macías, in charge of the Jocotepec City Hall, assured that changes are already being considered. «We have already received a report on the situation of the restrooms in Chantepec, and the truth is that they are in very bad condition. We are even contemplating the installation of stall dividers, since they don’t even have the basics,» he said.

Regarding the irregular and unreliable schedules, reported regularly by citizens, and Seminario Laguna, he said that he was unaware of the situation, but announced that measures will be taken. He added that constant vandalism has made it difficult to maintain the facilities in good condition. He mentioned the example of Chantepec, where the benches and grills have been vandalized, as well as the constant graffiti. In August alone, eight of the barbecue grills in the western zone of the malecón del Chante, had to be repaired due to vandalism.

Finally, he pointed out that due to the high prices of scrap metal, copper theft is still a problem. It’s a constant battle to keep electricity working in good condition as the wiring is a perpetual target for thieves. Municipal presidentHector Nanuel Haro Perez of Jocotepec urged everyone to report any theft that they see.

Juan Martin Santana, Director of Public Services, asked everyone to help maintain and respect all public areas, «I want to ask people to help take care of our public spaces, they are for everyone to enjoy. In these times it is very important to have these spaces, to be able to live together.» The number for the Jocotepec Police is 387 763 0006.

INE will be at The Ajijic Cultural Center to provide services to voters.

Sofia Medeles (Ajijic,Jal.) – Personnel from the National Electoral Institute (INE) will be at the Ajijic Cultural Center (CCA) for citizens to renew, process, or replace their voter credentials. 

The INE will be open at the CCA from November 24 to 29 (except for the weekend days of November 27th and 28th). They will be open from 9:00 am to 4:00 pm. Tokens for appointments will be issued to citizens in order of arrival.

Chavo Luna in front of his house, «The future of music is uncertain, from being dead during the pandemic now the movement is reborn».

Jazmín Stengel – Salvador de Luna Castellanos, better known as Chavo Luna, began his career at the age of eight in 1956. His interest began the day he followed the musicians he saw pass by the main avenue of his town, Chapala, dressed in suits with instruments in hand. 

The pursuit of that day led the boy to the Academy of the parish of San Francisco de Asís where the community band, «Niños Héroes,» founded by the priest Raúl Navarro was rehearsing. «That’s where I began to study,» said Chavo. 

Chavo  found a harmony that would accompany him throughout his life. Being mostly self-taught, he sought to learn from friends and colleagues who studied at the Conservatory, such as Humberto Rivera who accompanied him for two years, helping him to complement his musical training.

The quality of his music and the few opportunities to practice his profession in Chapala during his youth, led him in the 70’s to make the leap directly to the tapatías groups. The Youth Orchestra of Guadalajara was the first to open its doors to him. After that, Chavo was part of the orchestras directed by Nano González and Enrique Reyes, both famous musicians from Jalisco.

Luna told us about one of the best moments he experienced on stage. «The first day you play a solo well the people look at you and you can hear the applause,» he said with a hidden smile and eyes lit up with nostalgia as if he were reliving that moment from the warmth of his living room. 

After that day his career took off. He was a member of the Arturo Xavier Gonzalez Santana Orchestra when it split in 1981, «the best ones formed their own group and those of us who were not so good stayed,» Chavo recalled. 

Shortly thereafter, the Jalisco State Symphony Orchestra called him to its elite ensemble of musicians in the city where he remained for three years. «At first I hesitated, but I wanted to fit in with the greats and I realized I had the quality,» he said with a blush.

After a fifteen-year absence, «One day my sister told me that her three children wanted to learn music. I proposed to invite seven more of their friends to form a band.» Since 1983, Luna has gathered young people in the main square of the Chapala every Sunday to form the new band of Chapala. 

At that time, the now 73-year-old maestro made a crucial life decision.  “Since we musicians sacrifice time and effort, I dedicated mine to develop music among the young people of the town,» said Chavo not regretting leaving the big leagues to continue his legacy with music classes for clarinet, saxophone, trumpet, trombone and all the wind instruments he masters.

The effort over 28 years has never been in vain, and even if the pay is a simple plate of pozole with a couple of tostadas, the students have always made their work worthwhile. There are 18 students who have made it to the «mero arriba,» seven are now professionals and play with celebrities such as Alejandro «El Potrillo» Fernández, La Banda San Miguel, Banda Caramelo or La Pequeño Musical.

Chavo Luna may not have achieved worldwide fame like other musicians who pursued a public image, but the persistence and dedication he has shown throughout his 52-year career, his dedication to non-profit teaching, lead him to be recognized by his people with an outdoor tribute in the main square of the Chapala capital on November 21 at 8:00 p.m., where the Chavo Luna Wind Band, directed by Chavo Luna himself, will also perform.

Musicians in Chapala are scattered, but not absent. After a year of pandemic without festivities or music, the guild of mariacheros will meet again on Monday, November 22 at the Parish of San Francisco de Asís at 7:30 a.m. to celebrate a mass in honor of Santa Cecilia, Patron Saint of all musicians.

At the end of the mass, the groups will go to the little chapel of Santa Cecilia, on Chapala’s malecon in front of La Rampa restaurant, where the mariachis gather to sing the mañanitas to the patron saint, as they do every year.

The musicians from San Antonio Tlayacapan will organize a symbolic festival to celebrate their day, bringing together bands such as Astro Norteño, La Banda Caramelo, Banda Colegiala, Mórbida, La GS Band and Polo con su guitarra, combining musical genres for all tastes. 

Also, in the parish of San Antonio de Padua, a mass in honor of St. Cecilia will be held at 7:00 a.m. and at the end, the mañanitas will be in the atrium of the same parish.

Sofía Medeles (Ajijic, Jal.)- Officials of the current PAN administration of Chapala, gave a facelift to the Ajijic boardwalk, painting area blue which previously were orange. 

«We haven’t been able to address it as much as we would like, but we’ve already started. We are going to continue throughout the park and the boardwalk, renewing the paint of the dining areas and library, and at the beginning of the year we will start to renovate the aging grills» said Ajijic Delegado or town administrator Maximiliano «Max» Macias Arceo, who promised that the boardwalk and the beaches of Ajijic will continue to be beautified.

The Delegado said that a search has already begun for a new water pump to irrigate the green areas. He emphasized that the line will not be connected to the Municipal Potable Water and Sewage System (SIMAPA), but will take water from the lake, to improve the distribution of water to the neighbors of the boardwalk.

The green benches without back supports that were removed from the Ajijic plaza due to popular complaint will also be repaired and then relocated back to the boardwalk.

«We are looking to designate one day a week to clean up the boardwalk, remove the “lirio” or floating seaweed, and provide maintenance. We still don’t know if there will be new projects for these areas, but for the time being, they will be maintained and cleaned,» concluded the interviewee.

The proposal to request an advance of money for the payment of Christmas bonuses was unanimously approved.

Arturo Ortega (Chapala, Jalisco) – The Municipality of Chapala will request an advance of four million pesos from the General Fund of Participations to the Treasury Department of the State of Jalisco, in order to meet year-end commitments, including the payment of Christmas bonuses. 

The Mayor of Chapala, Alejandro de Jesús Aguirre Curiel, explained to the councilors that this is an option offered by the State Treasury Department to meet year-end commitments and those of the new administration.

Jaime Nicolás Padilla Ramos, the treasurer, estimated the payment of the Christmas bonuses from October to December at three and a half million pesos, when he was giving an economic report of City Hall.

Former mayor of Chapala (2018 -2021) and emecista, Moisés Alejandro Anaya Aguilar, recalled that the administration over which he presided made the payment corresponding to the months of January to September, and said he was in favor of the proposal as long as it is destined for the payment of the corresponding benefit to the workers.  

Padilla Ramos added that, if the request of the Chapala city council is approved by the Ministry of Finance, the funds will arrive before the legal deadline for the payment of the benefit, in mid-December. 

At the request of councilor Verónica Torres Raygoza, in case the advance is not granted, the municipal council will resort to a loan of five million pesos from a private individual, whose resources would be sought with an interest rate of no more than three percent and be paid by March 2022.

The issue was addressed as the tenth item of the November 4 city council meeting.

Redacción. – La Secretaría de Salud Jalisco (SSJ) hizo un llamado a la población mayor de edad que por alguna razón no se haya vacunado contra el coronavirus a realizar su registro en la plataforma estatal para que obtengan su cita para la inoculación del biológico.

La dependencia estatal informó “Para ello se dispone de biológico suficiente, luego de la recepción de más de 187 mil vacunas el viernes pasado, que también incluirá segundas dosis; por lo que se pide estar atento a las convocatorias a través de los canales oficiales de la SSJ y el Gobierno del Estado”, a través de un comunicado de prensa.

Durante la segunda semana de noviembre se aplicaron más de 30 mil primeras dosis a mayores de 18 años que por alguna razón no se habían vacunado, de los cuales, alrededor de 8 mil en municipios del interior del estado.

El comunicado agrega que de manera paralela se ha protegido con la primera inmunización a un total de 10 mil 782 adolescentes entre 12 y 17 años que viven con alguna enfermedad o condición de vulnerabilidad en su salud.

Héctor Ruiz Mejía – In her first public act as deputy-elect, «Lolis» López, originally from Jocotepec, declared that she will seek a legislative agenda that is close to the people, to her district, as well as to promoting substantive equality, she said during the first open parliamentary session that took place on November 10 in the Jalisco State Congress.

The deputy was sworn in as president of the Substantive Equality and Gender Commission, and as a member of the Environment, Civil Protection and Resilience Commission. She aims to ensure better participation of women in both private and public spheres.

«Equality is not only a women’s issue, it is not a fight against men, it is a matter for everyone», explained López Jara, who stated that she will work towards all women having an impact on «an even floor of equal opportunities».

 López Jara presented the five axes of the program of Movimiento Ciudadano (MC) to a diverse audience including businessmen, activists and different media. She highlighted issues such as economic development, security, culture and corruption, especially the approach to the civilian population.

The Jocotepec congresswoman explained in an interview with Semanario Laguna that her plan is «to get to know the people» and explained that she intends to repeat the presentation  in her District (District 17). She has several times tried to hold similar formal events in delegations such as San Juan Cosalá, but attendance has been low. 

«These proposals are not conjectures, it will be an open parliament to listen to the entire civilian population because sometimes everything is concentrated only in the metropolitan area,» said Lolis.

López Jara served as a Councilor in the 2018-2021 administration, as well as a consultant for the Ministry of Foreign Affairs; in addition, she has attended various courses focused on leadership for women, and equality and gender perspectives

Héctor Ruiz Mejía (Jocotepec, Jal.).- Continúan los cambios de titulares en las direcciones del Ayuntamiento de Jocotepec para esta nueva administración (2021- 2024), aseguró Felipe Aguilar, director de Comunicación Social, tras la gestión de Óscar Uriel.

El entrevistado, quien también fungió como director de Comunicación Social de Chapala durante la gestión de Moisés Anaya, señaló que aún no se tiene la postura oficial sobre los cambios oficiales que presentarán las nuevas direcciones, respecto a cómo serán representadas y conformadas o si habrá cambios dentro de ellas.

Hasta el momento, algunos de los cambios que se habían confirmado por parte del munícipe anunciados en el Tercer Informe de Gobierno del pasado 10 de septiembre, fueron: Bertha Marcela Góngora, de Contraloría Ciudadana pasaría a la Dirección de Tesorería; María de los Ángeles Ramírez, dejó la dirección de Participación Ciudadana para fungir como jefa de Gabinete; y Karina Pérez como directora de Obras Públicas.  

También, dentro de estos cambios en la administración, está la disolución de las OPD´s, como el Consejo Municipal del Deporte Jocotepec (COMUDE), ahora Dirección del Deporte; el Instituto de la Juventud pasó a ser la Dirección de la Juventud; y el Instituto para la Mujer se convirtió en la Dirección para la Mujer.

Se espera que en las siguientes semanas quede consolidado el organigrama municipal; por lo pronto, a decir de Felipe Aguilar, aún no sabe si los nuevos directores que han entrado se les  tomará o no protesta formalmente.
